LED streetlights to take over downtown Ann Arbor

Ann Arbor plans to become the first US city to convert 100 percent of its downtown streetlights to LED technology, with the installation of more than 1000 LED fixtures.

LED maker Cree and the City of Ann Arbor, Michigan, have announced that Ann Arbor will join Raleigh, North Carolina and Toronto, Canada, in the growing LED City initiative.

In an effort to reduce greenhouse gas emissions and energy consumption, Ann Arbor plans to become the first U.S. city to convert 100 percent of its downtown streetlights to LED technology.

Ann Arbor expects to install more than 1,000 LED streetlights beginning next month, after a successful trial of 25 fixtures. The City anticipates a 3.8-year payback on its initial investment. Each LED fixture draws 56 watts and is projected to last 10 years, replacing fixtures with bulbs that use more than 120 watts and last only two years.

“This decision is based on three years of extensive research on the energy and maintenance savings associated with LED lighting, citizen surveys and a very successful pilot of 25 LED lights spanning an entire city block,” said Mayor John Hieftje.

As a result, the City received a $630,000 grant from the Ann Arbor Downtown Development Authority to fund retrofits for the downtown lights. “This initial installation should save the City more than $100,000 per year and reduce annual greenhouse gas emissions by approximately 294 tons of CO2. Our plan is to retrofit all downtown lights with LED alternatives over the next two years.”

Full implementation of LEDs is projected to cut Ann Arbor’s public lighting energy use in half and reduce greenhouse gas emissions by 2,425 tons of CO2 annually, the equivalent of taking 400 cars off the road for a year. Detroit Edison, Ann Arbor’s local utility provider, will meter the new LED streetlights with the intent to gather sufficient information to develop new LED-based tariffs.

The LED streetlights currently installed in Ann Arbor are based on the New Westminster Series made by Lumec, Inc., which contain LED light engines from Relume Technologies, Inc. In turn, the Relume light engines contains Cree XLamp LEDs.

Could Georgia Drought Threaten Farley Nuclear Reactors?

Luckily, the Farley Nuclear Reactor site is cooled with Towers, which means their water needs run into hundreds of millions of gallons of water use a day, instead of billions of gallons of water use each day in a once through system like Entergy's Indian Point where the licensee has been fighting for 30 plus years the citizens demand that they keep their commitment to go to a Closed Cooling System. Still, hundreds of millions of gallons of water use on a daily basis is a LOT OF WATER, and there are serious reasons to suspect that Georgia's desperate conditions due to a continuing drought might be, or are threatening the Farley Reactors ability to continue running.

Water fights between Georgia, Alabama and Florida is not new, each state having their own positions on how water sharing is done...problem is, as we are seeing now, in a catastrophic drought situation as the one now being faced in Georgia, with the citizens of Atlanta on water rationing, practical life needs have nothing to do with legal battles, and differing water needs in three different states.
Here is the problem right now...Georgia, specifically middle Georgia does not have enough water to meet its own citizens water needs, and is less than 90 days from running out of water. The time has come to turn off the spicket that supplies Alabama water for its nuclear reactors, and water that Florida contends it needs to protect its Panhandle.

The tri-state battle pits Florida's concerns about preserving endangered species of mussels and sturgeon and the effects of booming population growth in Atlanta against those of Georgia, which worries that the water needed to keep the species alive draws from dwindling sources such as Lake Lanier outside of Atlanta. Alabama, meanwhile, contends Georgia needs to loosen its hold on water from Lake Allatoona in the Atlanta metro area so that the state can replenish much-needed water supplies and continue running a nuclear power plant in the southern part of the state.

Can someone have a V-8 here? We have Alabama demanding Lake Allatoona water in Georgia be released so they can continue operating NUCLEAR REACTORS! Here is a wake up call to Alabama, and to Farley...people not nuclear reactors come first. Shut down Farley, put it into COLD STORAGE until the drought is over.
In the meantime, for all the communities where the nuclear industry wants to build their new generation of reactors...how precious are your water supplies? Are you as citizens ready to face water rationing in the name of Nuclear Profits?

John Edwards says No New Nukes!

Last night, on HBO's Bill Maher Show, John Edwards publicly stated that his energy plan for America did not include any new nuclear power plants, He was very emphatic in saying no new nukes.

I think he is the only main candidate who holds this policy, the others all say new nukes are necessary.

From The Little Bird Department...Is Entergy About To LOSE Bid To Relicense Vermont Yankee?

We all love rumors, and even hints of rumors. Well, there are some serious rumors being whispered throughout the Northeast that Entergy may be about to LOSE its bid to relicense their trouble plagued Vermont Yankee Nuclear Reactor.

First, lets face facts here...the people of Brattleboro and the surrounding area do not want the plant in their community. With the recent serious SAFETY problems at the plant, including the now infamous collapsing cooling tower incident, can any one blame them? Are we about to see the beginning of an Enron like COLLAPSE of this supposed NUCLEAR GIANT? Has Vermont's PSB finally had enough of Entergy's decreased Safety Margins and lies...let's not forget Entergy's experts doing everything in their power to have the cooling tower contention TOSSED in the License Renewal Process, and the NRC was more than happy to obliege at the time.

Indian Point is far from a shoe in for Entergy what with their failing reactor vessel heads, and so many leaks that some citizens of Westchester County refer to the Indian Point Entergy Center as the Titanic on the Hudson. If Vermont Yankee is closed, which it should be, and Entergy loses the twin monsters at Indian Point, their fleet strength will have been decimated...it may just be wishful thinking, but word on the street says to be expecting some fireworks up in Vermont in the coming days and weeks. Might be a good time to hedge your bets where Entergy stock is concerned...they lose three reactors here in America, and you will see a SERIOUS TUMBLE.

TEPCO Earthquake Damage FAR WORSE Than Thought

Earlier this summer when the TEPCO reactors were struck down by a massive earthquake in Japan, Green Nuclear Butterfly said the damage was FAR MORE EXTENSIVE than the company was actually letting on. We further said, that the IAEA, NEI and the NRC in the name of the Nuclear Renaissance would try to cover it all up...one slight problem with their devious plan. We here at Green Nuclear Butterfly were right on target...in breaking news today, TEPCO is announcing they have a SERIOUS PROBLEM with a stuck control rod! LET THE DECOMMISSIONING BEGIN! For those keeping score, we remind you that Entergy's Indian Point was also egegiously built on an Earthquake Fault.

Tokyo Electric Power Company (Tepco) reported that a control rod cannot be removed from the reactor of unit 7 of its Kashiwazaki Kariwa nuclear power plant. The unit shut down automatically when an earthquake struck the plant on 16 July.

A control rod is moved in or out of the central core of a nuclear reactor in order to control the neutron flux - increase or decrease the number of neutrons which will split further uranium atoms. This in turn affects the thermal power of the reactor, the amount of steam generated, and hence the electricity produced. They are usually combined into control rod assemblies and inserted into guide tubes within a nuclear fuel element.

In an emergency, the control rods are quickly inserted all the way into the fuel assembly to stop the fission reaction and shut down the reactor unit. All 205 of the 4-metre-long control rods at Kashiwazaki Kariwa 7's reactor were automatically inserted into the fuel as soon as the 6.8 magnitude earthquake hit, Tepco said.

Control rods stand vertically within a reactor core. In pressurised water reactors (PWRs), they are inserted from above, the control rod drive mechanisms being mounted on the reactor pressure vessel head. However, due to the necessity of a steam dryer above the core of a boiling water reactor (BWR), such as the Kashiwazaki Kariwa units, this design requires insertion of the control rods from underneath the core. BWRs require the hydraulic insertion of control rods in the event of an emergency shutdown, using water from a special tank that is under high nitrogen pressure.

Tepco said that in order to conduct in-core inspections, it had removed the lid of the reactor's pressure vessel and has started removing fuel assemblies and control rods from the reactor core to the fuel storage pools. So far, 106 control rods have been removed from the reactor. However, the company discovered that one of the control rods was jammed in the reactor core.

Company officials said that one reason for the rod becoming stuck could be that devices intended to prevent the rod from slipping remained locked. Another possibility is that the earthquake distorted the shape of the facility, preventing the rod from moving. Checking the exact cause, however, is likely to take some time as water that fills the reactor must first be drained before its interior can be examined.

At the time of the earthquake, three of the seven reactors at Kashiwazaki Kariwa - units 3, 4 and 7 - were in operation. Those reactors shut down safely as tremors began. Unit 2 was in the process of starting operation, and shut down automatically as well. Units 1, 5 and 6 were not operating as periodic inspections were being carried out.

The earthquake resulted in water being shaken from cooling pools of all the units and some of this drained away to be discharged to sea. In addition, many barrels of solid low-level radioactive waste were knocked over and an external electrical transformer failed and caught fire.

The discovery of the jammed control rod is likely to further delay the resumption of plant operations. All seven reactors at the plant remain offline while damage from the earthquake is assessed.

Cancer & Nuclear Workers

Workers at nuclear weapons plants were federal employees, and their health records (minus personal identifiers) are publicly available. But after Dr. Tom Mancuso and Dr. Alice Stewart published a paper in 1976 stating that Hanford workers had higher-than-average cancer rates, the government withheld the records.

Lawsuits followed, and the government only relented in 1990 (after the Cold War ended).

In 2000, DOE issued a report on a series of studies of worker health, concluding that cancer rates were higher. Congress passed a law later that year allowing workers with a variety of cancers to be compensated - although the progress has been very slow since then.

Workers at nuclear power plants are different, as they work for private companies, who are under no obligation to share health records or records of exposure (all employees wear badges measuring radiation exposure each day). As a result, there has been virtually no studies on this topic.

There was one for the Calvert Cliffs plant in Maryland years ago, but it was small and inconclusive. I know of one for Canadian workers that was in a journal a few years ago, but again, that found nothing.

Truly, I don't know of anything we can do to force the release of these records.

It also highlights the even more disastrous consequences that would ensue upon the loss of a significant area of land-based ice such as the Greenland ice shelf, which could result in a catastrophic global sea level rise.

The Hudson River Without Indian Point...Let's Go Back To The Future
Entergy wants to relicense for another 20 years its creaking, dilapidated reactors known as IP2 and IP3, or collectively the Indian Point Energy Center. Those reactors are leaking strontium 90, tritium, cesium and other radiological poisons into our environment, into the Hudson River. The Nuclear Regulatory Commission has decided it is acceptable for some of us to die from horrid cancers with each passing day, month and year that Indian Point continues to operate. They spout out formulas, and speak about vague idealistic concepts like Acceptable Risk. Acceptable Risk by what standard? ALARA, where the licensee can state they are doing the best that they can, and the NRC says that is good enough?

Have you, your mother, your daughter, even your grandmother suffered the tragic pains of breast cancer? Has one of your children or relatives been struck down with leukemia, or gone through the painful process of being treated for thyroid cancer? If you can answer yes to any of these, you need to look UP RIVER to Indian Point each and every time you flip your light switch, or turn on a lamp...are those kilowatts of electric power worth it? Should we instead be looking at other alternatives such as conservation, wind, hydro, and as yet unknown and under funded alternatives to a power source that indiscriminately kills?

We have choices, alternatives to a radiological death knocking indiscriminately at the doors of our families, our neighbors. We can choose as a community to tell the NRC no to the Grime Reaper living among us, its strontium 90, tritium spreading cancer like some silent plague can be vanquished. Imagine a Hudson River without these two spires of death rising into the air. Go back to the future, remember the view before those towers rose into the Sky, and then demand in unison that the NRC deny Entergy's License Renewal Application.

New York's future is OURS TO DECIDE. We have the power to take back our choices by marching on Entergy, by taking back the Public Regulatory Process, by demanding accountability. A few weekends where tens of thousands of concerned citizens camped out in front of Entergy, would give the NRC pause for thought. A few hundred protesters showing up in front of Hilary Clinton and Chuck Shumer's district offices would force them to give us more than lip service and a few false promises.

Saying no to $50 Billion in loan guarantees is only a part of the answer. We need musicians, politicians and average citizens to stand up for the 67 American communities being forced to continue hosting dangerous old reactors. We as a nation need to demand that Washington ABOLISH the Price Anderson Act. We saw what happened to the citizens of New Orleans...should we see hundreds of thousands of Americans loose everything in a nuclear incident or terrorist attack on a Nuclear Reactor because our government has given the nuclear industry a FREE FROM LIABILITY CARD? Should Americans be denied the right to insure their homes for the losses that would occur as a result of one of these old reactors visiting a Chernobyl on our communities?

Please, if you live within the 50 mile circle of death that is Indian Point, if you live in New Jersey, New York or Connecticut join the fight to close these dangerous facilities. It takes a village to raise a child, it takes two aging nuclear reactors to kill thousands of those same children.

Study these test well results, and the print we have bolded...if this tritium is NOT characteristic of what one would expect to find in the Spent Fuel Pool, then WHERE is the tritium LEAKING FROM? In short, it is leaking from the HOT SIDE of Indian Point...more specifically, from the reactor coolant system, or the reactor itself, as in the internals. Further, the fact that the tritium is being found, means it is contaminating ground water, and in more than one way.

These results are above drinking water standards but below the levels found in MW-1 11. No other isotopes characteristic of spent fuel pool water was found in any of these sample results. These wells are test wells and are not part of any drinking water system and do not pose a threat to workers or the general public. These wells will continue to be sampled as results can vary due to environmental conditions especially rainfall, at the time the sample is drawn.

NOW, moving on in the same document...STORM DRAINS. If they are taking tritium samples from storm drains, this means, contrary to NRC and Entergy claims, that the tritium IS LEAVING THE SITE.

Storm Water Drains Now Included in Test Program In order to develop a comprehensive data set that will lead to a conceptual model of ground water movement on site, samples for tritium were taken from the storm drains in and adjacent to the transformer yard.

Test results showed detectable levels for tritium in the storm drains ranging from less than 2000 pCi/L in sample locations 17, 18 and 19 to a high of between 12,000 and 51,000 pCi/L at sample location MHI-6 nearmonitoring well MW- 11. The remaining wells tested between 2000 and 5300 pCi/L. Storm drains at Indian Point flow into the discharge canal. True...but, that STORM RUN OFF then flows INTO THE HUDSON River.

Lastly, under the heading, "One picture is worth 1,000 words, I give you two."

This one is rather interesting...Notice the crack running in a horizontal direction. Notice the sign hanging there warning people that the area is RADIOACTIVELY CONTAMINATED.
Two schools of thought surround this photograph that was taken on the Indian Point site...one, is a picture of the crack in spent fuel pool number two. The other, that it is a picture taken along the wall of the reactor itself...either way, it is pretty damning.

NYC Wants Say on Indian Point

NYC Asks to Intervene in Indian Point Relicensing

(Associated Press) - New York City, which counts on the electricity provided by the Indian Point nuclear power plants but could be vulnerable in a reactor attack or accident, wants a say in whether the plants can stay open for 20 more years.

Without taking a position, but stating that the decision "will affect the welfare of all New Yorkers," the city has filed a request to intervene in the Nuclear Regulatory Commission's relicensing process.

"The city has a clear interest in potential public health and safety issues associated with the issue of relicensure, notably in ensuring the safety of its food and water supplies," says the petition, signed by Vice President Michael Delaney of the city's Economic Development Corp.

"In addition, there is a continued need for the provision of lower-cost electric power to residential and commercial customers in New York City."

The public safety argument is often used by opponents of the Indian Point plants; the cheap electricity argument is often used by supporters. The petition was dated Oct. 1 and made public Tuesday by the NRC.

A call to Delaney was not immediately answered.

Entergy Nuclear, owner of the two Indian Point plants in Buchanan, 35 miles north of midtown Manhattan, has applied for new licenses that would allow the plants to run until 2033 and 2035.

Many of the groups that have been trying to close Indian Point since the 2001 terrorist attacks are now trying to block the relicensing.

The nuclear plants have been plagued with recent problems ranging from radioactive water leaks to balky emergency sirens to a guard caught sleeping. Opponents have long believed that the densely populated suburbs around the plants could not be quickly evacuated.

Entergy spokesman Jim Steets said, "It's sensible for New York City to take an interest, since their public buildings and infrastructure _ subways, schools, firehouses, streetlights, airports _ rely on Indian Point power."

NRC spokesman Neil Sheehan said the city's request would be forwarded to the Atomic Safety and Licensing Board, a quasi-judicial body which will assess the city's standing.

He said intervention is ordinarily granted only to those who take a position against relicensing, but sometimes a government agency "can be a party to proceeding without being an active participant."

Others who have asked to intervene include an anti-Indian Point group, Friends United for Sustainable Energy, and a pro-Indian Point industry group, the New York Affordable Reliable Electricity Alliance.

I am actually very disturbed about what else was included in the article about the city of New York's filing for intervener status. Tucked in, almost as an after thought was the information that NY AREA has also asked to be accepted in as an intervener...further, it states that USUALLY only those who OPPOSE relicensing are granted such status.

This is a very alarming industry move that MUST BE OPPOSED. NY AREA is a super PRO-NUCLEAR group that was actually started and funded by Entergy...if they get status, every other group that Entergy has out there who supports Nuclear and/or Entergy is going to come in through that same door.

"I came across a campaign to shut down Indian Point, a nuclear power plant in New York State. One extremely vocal man in this fight said that he was determined to find the prettiest girl on the Internet to support his campaign, and he did, indeed, find a model to stand beside him. One of their main publicity stunts—doing a photo shoot in front of this nuclear power plant—brought lots of traffic to the campaign website. Photos from the shoot, some of which were readily hung up in the power plant’s lunchroom, depicted the model posing in heels in front of the reactor, as well as lounging on a hybrid car. How could this be attracting people who really care about the environment? It doesn’t make sense to appeal to people using a method that needs to be obliterated."

It has come to GNB's attention that Robert Kennedy Jr. is largely invested in Citizenre, a company currently under fire for being nothing more than a photovoltaic pyramid scheme.
What Citizenre has done through lavish marketing and network of representatives, is enlist over 5000 people to become solar sales affiliates on their website, without ever selling a single solar panel to anyone.
This would be a beautiful thing if it were not for the fact, after a year of being online, solliciting investment capital, and building their affiliates network, they have yet to acquire and sell a single solar panel to anyone, anywhere in the country, and investors are getting antsy.
It's a wonderful dream, selling PVs to your neighbors, installing solar one house at a time. Problem is many independent solar dealers around the country are doing that already, establishing ground rules and territory, and Citizenre stands to upset the growth of these small companies, who are starting to make real headway into the first adopter market of affluent suburbs.
Citizenre has expressed plans to open a photovoltaic factory in New York state. But many fear this is just talk, as there has been no physical evidence of this taking place, considering the cheapest and best panels are coming from China. How do they propose to reverse the trend of outsourcing electronics manufacture to Asia?
For Kennedy Jr. to stand making a return on his investment with Citizenre, the company also needs to have a very good relationship with the utilities, who in New York are refusing to lift the netmetering cap, meaning nobody right now in the state can get money back for the electricity they send back into the grid. Sierra Club is fighting this limit in Albany. The Utility refuses to compensate for your meter running backwards, that's because they saw the writing on the wall... as PVs get cheaper, and easier to install, what the heck do we need the Utilities for? All we need is the grid. Something Barry Commoner predicted would happen in his book The Politics of Energy back in 1980.
So maybe the reason Robert is so silent about his opposition to the relicensing of Indian Point is because he doesn't want to tick off Entergy anymore than he has to, in light of the money he stands to make if Citizenre does succeed in penetrating the residential PV market in a substantial way. Green energy afterall now means solar, wind and nuclear in the minds of the brainwashed public!
Yesterday Robert was revealed as a co-signer on the NUKE FREE website as a co-signer opposing nuclear industry loan guarantees. Maybe it's time he also made his solar energy interest known, so folks can undertstand what he understands, that if Indian Point closes, it's going to mean a boom in solar electricity installation, whether Citizenre turns out to be for real or not. Except Robert wants somebody else to get his hands dirty, so he can come up smelling roses, in case Indian Point gets its new license. Politicians! All the same!
Right now to many journalists Citizenre is beginning to look more and more like a stock scam... so if Robert got himself wrapped up in this, he may not want it to become public knowledge. But we here at GNB are all about full disclosure and putting our cards on the table. So how about it Robert, what's YOUR grand master plan to shut down Indian Point? Or don't you care anymore, as long as you can make a profit from monopolizing residential solar installations in the state?

Scottish government rejects new nuclear

Scottish ministers have rejected new nuclear power stations in their response to the UK consultation on nuclear power.
New plants were described as “dangerous and unnecessary” by the Scottish government, which previously opted out of the separate Westminster consultation pursuing deep disposal of nuclear waste.
Energy minister Jim Mather wants the money that could be spent on nuclear power reallocated to make Scotland, and the UK, world leaders in renewable technology.
The Scottish government can veto any new nuclear plants through its right to refuse consent for onshore power stations over 50MW under the Electricity Act 1989.
The Scottish submission to the UK government consultation says Scotland already produces more energy than it consumes, and new technologies are “far more secure” than relying on finite imported uranium resources.
The submission also says renewable generation produces less carbon emissions than nuclear power, and that having no new nuclear power removes the need for transportation and disposal of nuclear waste – and the potential terrorist threats involved.It says the costs of new nuclear power stations are likely to be significantly higher than UK government estimates.
Mather said: "We already have clean, green and reliable alternatives. Scotland has massive renewables potential, as well as significant opportunities for clean fossil fuel technologies and carbon storage. Harnessing that potential can meet our future energy demands several times over, while tackling climate change.
"Scotland already has the skills and leadership to pursue a clean, low-carbon approach. A vibrant and growing energy sector will make a significant contribution to Scotland's prosperity through investment and jobs."
Perversely, spending billions of pounds to develop nuclear power station could have a huge impact on the research and development of long-term clean energy alternatives. Instead, I want to see investment directed towards the development of green energy technologies in Scotland to give Scotland and the UK a world lead.”
Mather said it is important that future generations do not have to bear the burden of toxic radioactive waste.He went on to hit out at the UK government’s position, saying: "The UK government has already made its mind to develop new nuclear power stations without properly considering the alternatives, or even allowing the public to consider the alternatives as part of this consultation."
I believe that our position has the clear support of the majority of MSPs and public opinion. The UK government now needs to accept the weight of evidence and abandon its disastrously short-sighted and unwanted proposals."
The right to refuse consent for new nuclear plants was reinforced by the Scottish Parliament in March 2002, when a majority voted for a motion reiterating that Scottish ministers accountable to parliament keep the right to refuse nuclear power stations, now and in the future.

There are two major developments we want to tell you about regarding loan guarantees for new nuclear reactors and the pending energy bill in Congress:

First, we’re happy to tell you that Bonnie Raitt, Jackson Browne, Graham Nash, Keb Mo, Ben Harper and other artists have joined the effort to stop the loan guarantees in a major way. They’ve set up a new website, http://www.nukefree.org, and there you can sign a petition against the use of your tax dollars for new nuclear reactors. Please do so right now. They’ve also remade the classic Buffalo Springfield song, For What It’s Worth, and you can watch that on their website, on youtube, or from NIRS website, http://www.nirs.org.

Second, we have learned that House Speaker Nancy Pelosi has given up on the idea of setting up a House-Senate conference committee to formally address the differences in the House and Senate energy bills. Instead, a more informal process will be used. Both Pelosi and Senate Majority Leader Harry Reid apparently want a final energy bill completed by November 1. That will be difficult to do in the little remaining time, and it means that some of the more controversial provisions in the two bills may be dropped entirely. We need to make the loan guarantees as controversial as possible.

So after you’ve signed the petition at http://www.nukefree.org, please call your Senators and Representative (Capitol Switchboard, 202-224-3121), and tell them: no taxpayer subsidies for nuclear power. Please call even if you’ve called before. Ask your friends and colleagues to call. This is the time to take action!

You should add that Congress should not cut itself out of the loan guarantee process—the Senate version of the bill would give full power to the Department of Energy to issue the guarantees, decide who gets them, and how much they should get. This is a job Congress has to stay on top of.

The Nuclear Energy Institute already has said it wants the nuclear industry to receive $50 billion in taxpayer guarantees over just the next two years. When that kind of money is at risk, Congress has to accept responsibility, not merely turn it over to the Energy Department.

Image of collapsed sheet metal Entergy would like to see disappear

(OK, so I cheat a bit... We've all seen that collapse cooling tower so often, I decided to throw in something a little different, yet still relevant. There's a law in Vermont where you can be naked in a public place, as long as you're not partaking in lude or offensive behavior. Just a few days ago PeTA took full advantage of that opportunity, perhaps inspired by Isabel Vinson making the cover of the Brattleboro Reformer a few months ago bearing all for the cause of shutting down Vermont Yankee. They organized their action right across the street from our friends at Save The Corporations. Store manager Ian Kiehle offered models Meggan Anderson and Ali Cayer some hemp clothing if they needed it... The image of collapsed sheet metal, splintered wood and water cascading from a huge broken pipe is one that Entergy Nuclear would like to see disappear.

But that image, taken after the collapse of a 50-foot cooling tower at Vermont Yankee on Aug. 21, was blown up to poster size and displayed at Wednesday's hearing of the U.S. Senate's Subcommittee on Clean Air, Climate Change and Nuclear Energy.

Entergy is trying to make the case to the Nuclear Regulatory Commission that the cooling tower collapse, and an emergency shutdown of the plant caused by a stuck steam valve on Aug. 30, have no bearing on Vermont Yankee's safety and should not be taken into account when the NRC considers extending the nuclear plant's license past 2012.

All one has to do is look at that image of water gushing onto a pile of debris, and Entergy's argument falls apart. That has not stopped Entergy from trying to convince everyone that the 35-year-old reactor is perfectly safe and should be allowed to run until at least 2032.

Sen. Bernard Sanders, I-Vt., showed NRC Chairman Dale Klein the image of the cooling tower collapse and asked, "If you were living in southern Vermont, or New Hampshire, or northern Massachusetts, would you have confidence in the NRC after this series of events?"

"I would hope they have confidence in the NRC," Klein said.

"They don't," replied Sanders. "How can you look at that photograph and say you're not concerned?"

Because of the very real feeling that the NRC functions as a rubber stamp for the nuclear industry, Sanders has introduced legislation that would give states the right to ask for independent safety assessments at all of the nation's nuclear reactors.

The NRC has dismissed this idea, saying that its oversight is superior to any independent safety assessment. Given the track record of the NRC and its well-documented laxity in enforcement of the rules, we would put our trust in an outsider's inspection.

While the NRC is apparently seeking more information about the cooling tower collapse, as well as the inspection records for the towers, we would bet that Entergy will receive a slap of the wrist, a moderate fine, a brief period of increased NRC oversight and permission to keep the reactor open for another 20 years.

Vermont Yankee has functioned safely for 35 years. Its employees have worked hard to keep it functioning safely. But there comes a point where aging machinery becomes too expensive to fix.
That's why Maine Yankee in Wiscasset, Maine, and Yankee Rowe in Rowe, Mass., both were shut down. The cost of upgrading and maintaining the reactors cost more than the value of the electricity they produced.
The economic equation for keeping Vermont Yankee open hasn't yet shifted in that direction. Entergy is making a nice profit running the reactor in Vernon. When the day comes that it is no longer profitable, they will shut it down.
The question we have is, what will be the circumstances that prompt it and who will be stuck with the bill? We frankly do not trust Entergy nor the Nuclear Regulatory Commission to make decisions with the safety of this region in mind.
Is Vermont Yankee safe? Let's bring in people without ties to the NRC and Entergy to look at the plant objectively and give us an answer.

NRC Chairman Dale Klein "Harkens The One World Nuclear Order"

On October 4th, the doddering Chairman of NRC, Dale Klein announced to the world, with little fan fare that the Nuclear Renaissance is upon us, further predicted the coming of "An Emerging Fuel Cycle Renaissance" and in his speech at the Baker Center for Public Policy laid out the NRC's plan for a "One World Nuclear Order". According to this ancient relic of yesteryear, a Nuclear Renaissance is not on the horizon, but has officially begun.
"I don’t say that as an advocate for or against nuclear power. It is just a statement of fact, considering that last week the NRC received the first application for a new reactor license in thirty years. Over the next year and a half we expect about twenty more license applications."
The first question that communities all across America should be asking themselves as these 20 or more applications flood into the NRC is, "Based on the past safety and environmental issues associated with Nuclear Reactors, are we really willing to let the NRC force us to play host to a nuclear reactor? In the hopes of mitigating this serious problem with public sentiments, the NRC hopes to force many new licenses through by locating them on or near ALREADY EXISTING reactor sites. After all, it is much easier to screw a community after you've already raped them. One hs to wonder how close we are to having the NRC proudly hanging Swastika's on the outside walls of the NRC Headquarters in Rockville Maryland.
One of the more interesting admissions by Dale Klein (though it is pointed out he does not actually write his speeches, but instead only reads them to the audience) is the severe worker shortage that already exists at the NRC, and within the nuclear industry itself. Giving birth to a Nuclear Renaissance, taking on the job of reviewing 20 or more new reactor construction and licensing applications when you already have problems meeting current regulatory obligations seems like a recipe for disaster. As example, in one two week pay period earlier this year (2007) the NRC lost over 1,000 years of experience to retirement, with over half of that brain trust in the area of technical experience.
Such wholesale loss of talent is the proverbial TIP OF THE ICEBERG. Over at the DOE some 75 percent of their ENTIRE WORK FORCE is eligible for retirement in the year 2010. If you look at George Bush's plan for the Nuclear Renaissance, if you have a gander at the DOE/NRC time line to begin rolling out this massive Nuclear Renaissance perfectly coincides with what will be a mass exodus of the nuclear brain trust needed to adequately police and regulate current licensees, let alone all the new ones slated to come online.
You cannot replace the knowledge gained through decades of on the job experience, so even if you replace the bodies with fresh young college graduates, those people are at the beginning of their learning curves...do any of us truly feel comfortable putting our public health and safety into the hands of people that HAVE NO EXPERIENCE in the nuclear industry, or at best, very little? In answering that question, we need to look carefully at two crucial facts.

1. For the most part, America's current fleet of 104 aging nuclear reactors are run on out dated analog technology...which is NOT EVEN TAUGHT on college campuses. How can the NRC adequately guarantee our safety when these new, young employees with no knowledge of analog technologies are put in charge as plant inspectors? Should we feel comfortable with the fact that these young inspectors are going to have to rely to some degree on the word of the licensees they are supposed to be regulating?
2. If a company like Exelon or Entergy is applying for and application to build a reactor in your community, would you feel comfortable knowing a young man or woman two years out of college was weighing the adequacy of the company's application?

These might seem like rhetorical questions, but they are questions we as a nation need to give some long and serious thought to. Even the NEI (Nuclear Energy Institute) admits (qualified) worker shortages is a very serious and troubling issue being faced by the industry, and at every plant site in America...yet, they want to push forward with building 20 or more new reactors? Lets look at hard cold facts. Thirty Five percent of ALL CURRENT UTILITY WORKERS are eligible for retirement during the next five years.
Despite the staggering losses in experienced work force base loads, Mr. Klein pushed on in his speech, insisting the situation should not be considered a crisis! Though conceding, that it could become one. Perhaps he as hoping such a bold statement of assurance would lighten his next big admission.
The US nuclear industry, and the NRC, based on the 20 year hiatus in building nuclear reactors here in America, seems that NRC staff has NO EXPERIENCE what so ever to use in evaluating the adequacy of new reactor applications! Succinctly, we have the analog problem in reverse here. All of NRC's regulatory experience and knowledge is applicable to analog based control rooms and reactors, and all the new reactors expected to come online are digitally designed and operated. Not to worry though, Dale Klein feels it is fine to count on the INDUSTRY to provide the NRC with guidance as they get their feet wet in this new pond. He describes this as a short-midterm shortcoming, but fails to tell you that short to midterm means 10-20 years! Worse, since the NRC has no experience in digitally operated reactors, they intend to let the industry write their own safety and design specs by which they will be regulated...BRILLIANT, absolutely brilliant. (Can you hear the sarcasm in the sentence?)
As the audience in the Woodrow Wilson Center picked their dentures up off the floor over this information, Dale Klein plowed on, getting into the real purpose of his presentation, the glorious coming of the "Fuel Cycle Renaissance", the evil twin bastard of the "Nuclear Renaissance". For starters, I get nervous when someone from the NRC states "more radical technological changes" are on the way! Either one of his speech writers is a SURFER DUDE, or we as society don't even want to know what kinds of reactors the industry is wanting to build moving forward.

In Dale Klein's mind, the crown jewel of his speech was GNEP (Global Nuclear Energy Partnership), the centerpiece of this supposed "Fuel Cycle Renaissance" that will make America the recipient of almost the entire world's spent fuel waste streams. Read the fine print of GNEP! Country A signs on the dotted line, we (America) promise them fuel for their reactors, and when they are finished with it, we B) promise to TAKE IT ALL BACK. So much for that false hope that Yucca was the answer to high level radioactive waste streams. This GNEP program would require America to license and build a new Yucca every 3-5 years!
Mr. Klein leisurely informs those gathered there that have not passed out, that this GNEP program is going to substantially SHIFT the domestic approach to the back end of the spent fuel cycle, and then adds as almost and after thought that GNEP will possibly represent a significant world wide change to how the back end of the spent fuel cycle is dealt with. Is this guy related to Elmer Fudd? Was there a collective DUH from the audience listening to him drone on about this topic?
What Dale Klein is not saying, what he does not want America to know, is the real purpose of GNEP. Even though the technology for GNEP is not proven, but moving forward with it, they can reclassify spent fuel (radioactive waste) as POTENTIAL FUTURE USE RESOURCES. Reason for that is simple...as a potential future resource, America's spent fuel could then sit right where it resides now waiting for reprocessing...on site at the 104 aging reactor sites here in America. WALLA, waste problem SOLVED. If you do your homework, you'll find this is exactly how DOE dealt with the issue of all that DEPLETED URANIUM that citizens wanted cleaned up and removed.
In wrapping up his speech, Dale Klein gave the first hints of the new "One World Nuclear Order" that is coming down the pike, expressing it as a WONDERFUL and UNPRESEDENTED OPPORTUNITY! Much along the same lines as the North American Union, Mr. Klein envisions a uniform, world wide, international set of regulations...you know, kind of like comparing China's product safety regulations to ours, and then compromising in the middle somewhere. Shut up KID, and eat your lead paint! Of course, much like President Bush, Dale Klein took it upon himself to bring such and idea to the International Atomic Energy Agency in Vienna without bothering to have any public stakeholder input into his WONDEROUS idea. Sadly, IT GETS WORSE as he states:

This would be a cooperative international effort to delineate the regulatory design requirements for innovative reactors and other fuel cycle facilities.

I believe that such an activity should be led by the regulators who oversee the design and development of nuclear power plants, with active participation from other national regulators, and in coordination with the IAEA and NEA.


In this new world we live in since September 11, 2001 we have the Chairman of the NRC wanting to open up the books, records and regulations of the NRC to the world in the name of creating a uniform set of guidelines for the world wide nuclear industry. Curious here, does Iran, China, Afghanistan, even India get a seat at this table? Do America's safety margins get reduced to find group consensus? As it is, our participation in the World Bank, programs such as NAFTA and CAFTA see our rules being set aside as other nations haul us into international courts. Think about it folks, is GNEP and a One World Nuclear Order what we really want in America, is it really the way to solve Global Warming?

A few months ago GNB revealed Summer's association with ETS Energy store, a green business majority owned by BGA Engineering, which does maintenance work at Indian Point. Summer has since come out in opposition to the $50 Billion Federal loan guarantees to the nuclear power industry.

For those wanting to review the document, we hope to have it available for review on Sunday...it will only be sent out to those who have been previous vetted, as we do not want Entergy seeing the document until after it has been accepted by the NRC.
