Nuclear Reactors and Airplane Attacks

Now, we are all aware that citizens are not allowed to have access to, or even discuss the DBT under the guise we could be tipping off terrorists by holding such discussions. Never mind a community being allowed to know the real risks associated with being forced to play host to a aging, fatigued, FAC plagued reactor such as Indian Point. Besides, the NRC and Entergy have told us that the chance of air planes crashing into Nuclear Reactors are so remote, that consideration of the risks associated with such a scenerio are not even worth considering.

OK, then maybe someone from the NRC (Sam Collins?) can explain to me why air planes flying into reactors, the danger of planes and immenent risks play such an important part of the NRC email (copied below)that discusses phone call protocols. Seems that the risks of planes being highjacked and flown into nuclear reactors is a far more real event than the NRC and Homeland Security want to let on. Said letter was found on the NRC Adams site doing a very simple search.

SECURITY ADVISORY FOR POWER REACTORS

SA-07-01 Rev. 1

SUBJECT: VOLUNTARY USE OF AUTHENTICATION CODES TO VALIDATE CALLER IDENTIFICATION DURING THREATS AND PHYSICAL ATTACKS

The U.S. Nuclear Regulatory Commission (NRC [?] ) has identified the benefit of expediting the verification of caller identity in the case of a threat or attack to a nuclear power plant. This is especially important in the case of an airborne threat.

Background

Appendix G, “Reportable Safeguards Events,” to Title 10, Section 73.71, “Reporting of Safeguards Events,” of the Code of Federal Regulations (10 CFR 73.71) provides the current reporting requirements for security-related events. In addition, the Commission has previously advised licensees of the need to expedite their initial notifications to the NRC [?] in NRC [?] Bulletin 2005-02, “Emergency Preparedness and Response Actions for Security-Based Events,” dated July 18, 2005. This Security Advisory (SA) provides guidance regarding a voluntary process intended to enhance the efficiency of initial notifications and reduce the resource impact of the existing caller identification protocol.

The current verification protocol involves several steps. First, the NRC [?] receives threat information from an external source (e.g., the North American Aerospace Defense Command and the U.S. Northern Command) and telephones the licensee main control room. To verify that the caller is actually the NRC [?] , the licensee has two options. While the licensee stays on the line, another member of the licensee’s staff can call the NRC [?] Operations Center to verify the authenticity of the call. Alternatively, the licensee can hang up the phone and call the NRC [?] Operations Center to perform the verification. NRC [?] staff would perform a similar process if the NRC [?] Operations Center receives a call from the licensee to notify the agency of a security threat or an actual attack.

The current verification protocol involves the use of resources that may be better suited to other tasks, such as licensee immediate actions for an imminent threat and notifying additional State and local first responders. Under the new protocol, the NRC [?] will exchange an authentication code with the licensee’s main control room to verify the caller’s identity whenever a caller makes a threat notification. The proper use of the code will provide a short, simple means of caller authentication that may eliminate the need to perform a callback, unless desired, and will still maintain reasonable assurance of the caller’s identity.

Due to feedback from industry representatives, the Agency is issuing this revision to remove the word “imminent” to avoid confusion with the use of the term with respect to aircraft threats. The revision also clarifies when use of the authentication code is appropriate. Specifically, the code is intended to be used as an operational aid by licensee main control room staff and NRC [?] Headquarters Operations Officers (HOOs) to facilitate rapid caller authentication during a threat or physical attack event.

Demand That Government Gives Us Truth on Human Health and Safety Risks Regarding Indian Point

The government has its own agenda where nuclear energy is concerned, and from what we can tell, they stand fully ready to DUPE the public in their quest for their own selfish goals...problem is,they are playing Russian Roulette with our safety. Below is a letter we have just sent out too various agencies of our Federal Government, and we recommend those concerned with Indian Points continued operation use it as a model to create inquiry letters of your own.

My name is Sherwood Martinelli, a citizen stakeholder living within three miles of a nuclear facility owned by the commercial enterprise Entergy, and commonly known as Indian Point. It is common knowledge in our area, that in the case of a nuclear incident and/or terrorist attack, that the NRC (as is outlined in various official documents including their fatally flawed DBT) have the following expectations, or lack thereof:

1. In the case of a fast moving event at the nuclear facility, NRC's Sam Collins has admitted that evacuation of citizens would not be workable/possible, and citizens would be sheltered in place. Further, the various governmental agencies charged with Emergency Response have admitted this as well in establishing a new wedge policy wherein only a 2.5 mile pie shaped wedge determined to be MOST AT RISK would be evacuated in a fast moving nuclear event with all others ordered sheltering in place.
2. NRC, and it's licensee would rely heavily on first responders, law enforcement and military aid in dealing with the situation. In the case of Indian Point, the inadequate military base just up route nine, and perhaps West Point would be called into action to provide aid, or in the case of a terrorist attack military support and fire power.

Department of Homeland Security, FEMA, NRC and various agencies at local, state and federal levels have attempted to fabricate a public belief that we are safe from the effects of a radioactive event being sheltered in place, and in fact and deed the NRC has used that very criteria to justify in part their decision not to include evacuation plans, and terrorist attacks on the facility in their decision making process during the license renewal application process for their licensees for the aforementioned Indian Point reactors. They have coupled this reasoning with flawed and biased modeling written by the nuclear licensees lobbyist (NEI)that shows the likelihood of an attack on a nuclear reactor is so small as to be almost mathematically impossible. Assorted information on other government sites categorically refute these false assumptions by the NRC and NEI.

Living in New York, having been down in New York (not at Ground Zero) on Sept 11, 2001 I was/am more than skeptical, and so have done my due diligence in conducting my own investigation/research into matters directly and/or indirectly associated with nuclear incidents, terrorist attacks on nuclear facilities, and evacuation plans, specifically giving careful attention to the now preferred method of protecting human health and safety through sheltering in place during a catastrophic event. No more damning condemnation of the shortcomings of shielding in place could be found than the CDC report that discusses the level of protection for the average citizen who has been ordered to shelter in place. For a citizen sheltered in their stick frame and/or brick home in a concrete basement, the protection level is only 40 percent shielding from Radioactive fallout. For those living in residential structures with no basement, said level of protection drops to a devastatingly alarming ten percent.

Armed with this disturbing news, I began visiting a host of government sites, and found some more forthcoming than others. For instance, if you visit Condi Rice's Department of State site dealing with these issues, they state sheltering in place in the event of a Terrorist Dirty Bomb explosion and/or attack on a nuclear facility could, in a worst case scenario, last for a period of weeks, not days as is claimed and all but codified by the NRC.

Further, each for their own reasons, it became apparent in my research, that the DOD, DOE, NRC,NEI, the Nuclear Industry and various other corporate and governmental agencies under the guise of National Interest, and National Security have been intimately, if not incestuously involved in pushing/moving forward the agenda of a Nuclear Renaissance both here in America and abroad with GNEP being used as placebo to assure us as citizens that our Federal Government is finally coming up with a plan to deal with the waste streams from the nuclear industry (both military and civilian). It (GNEP) at best is good intentions gone astray, and at worse, a governmental boondoggle that leaves WMD's (leaking spent fuel pools, and aging failing reactors) inadequately guarded and protected in and around MAJOR (emphasis added) population centers, while the NRC, blindly ignoring basic truths continues the wrongful rubber stamping of reactor license renewal applications, while turning a blind eye to known public health and safety concerns. For instance, the population living within a 50 mile radius of Indian Point exceeds 21 million citizens, and in the case of a significantly nuclear event at Indian Point, some estimates say we could see a immediate death toll running into the tens of thousands...that risk in the name of a Nuclear Renaissance is unacceptable, as is the inadequate protections of shielding citizens in place.

It also became apparent as I looked into these related issues, that First Responders, including members of our military tagged to be a part of the response team dealing with a National Emergency such as a significant nuclear incident/accident (as almost happened when the truck carrying nuclear materials from Japan tipped over on I-95 in North Carolina-yes, the story got partially out before and exclusion zone was thrown up) and/or a terrorist attack at a nuclear facility are being told a different truth than members of the general public, being given a different set of instructions regarding what they need in the way of equipment to be adequately protected than what is being distributed out to members of the general public. The polar opposite realities are not both possible, one or the other is a lie.

Today I called up the DTRA after doing some extensive reading on their web site, and examining their various and assorted course offerings and asked your spokesperson, a reticent and stubborn Mr. Gaines a very straightforward question, which he (like all other agencies I have spoken to) stealthily avoided giving a direct answer to. If first responders need to wear super protective clothing , self containing breathing apparatus, and a dosimeter device in responding to a nuclear event, would civilians ordered to be sheltered in the affected area require that same level of equipment/protection to adequately protect their own health and safety? If medical staff and personal working in a nuclear fallout area need to be protected by being placed in one of the self contained sheltering vehicles such as the one pictured on your web site, wouldn't citizens in the exclusion zone need a similarly personal shelter to have adequate protection of their health and safety?

Mr. Gaines tried to avoid answering the question with a dodge when he stated, "Our agency is concerned with, charged with aiding members of the DOD in performing their task as relates to terrorist threat reduction, or aiding them (DOD) in responding to a nuclear event if our help is requested from the DHS, so I cannot speak to issues of civilian protection. Undeterred, I took a different tack by rephrasing the question. Would you send your agency's personnel into an nuclear incident area without the equipment mandated and/or recommended by your agency's guidelines, to which he replied, "We don't deploy personnel without adequate protective gear. (Iraq aside?) I pointed out, that was not the question asked, at which point he got belligerent, and said he was not willing, could not go there...as in truthfully and honestly answering an American citizen stakeholder's straight forward question?

As a result of this government run around, and deliberate avoidance in honestly answering a stakeholder citizen's questions, I am taking the step of formalizing my inquiries in this email. As citizen stakeholders living near a nuclear facility, we should know the full extent of the risks we are facing when government asks/demands that we play host to a nuclear facility. As allowed in the broadest interpretation of your agency's rules and regulations (individually and/or collectively) this letter is to be interpreted as A) inquiry, B) FOIA request, and C) and allegation. I would like the following questions asked, and as a part of the answer, please include any and all underlying lying documents used in formulating the answer/response, including citations of law, inter/intra office memos, emails, studies and or reports.

1. If first responders need to wear super protective clothing , self containing breathing apparatus, and a dosimeter device in responding to a nuclear event, would civilians ordered to be sheltered in the affected area require that same level of equipment/protection to adequately protect their own health and safety? If not, please explain with specifics why not, and why your agency finds these differing levels of personal protection acceptable.

2. If medical staff and personal working in a nuclear fallout area need to be protected by being placed in one of the self contained sheltering vehicles, such as the one pictured on DTRA web site, wouldn't citizens in the exclusion zone need a similar personal shelter to have adequate protection of their health and safety? If not, please explain with specifics why not, and why your agency finds these differing levels of personal protection acceptable.

3. Would you send your agency's personnel into a nuclear incident area without the equipment mandated and/or recommended by your agencies guidelines? If not, please in detail explain your decision, specifically identifying the risk that said personal would/could face in said potentially contaminated area if they did not have these adequate health and safety protections and equipment.

4. Please identify any and all known safety, security and structural concerns/problems you are aware of, and/or are researching/examining as relates to the continued safe operation and protection of America's nuclear facilities, including Commercial Nuclear Reactors and their leaking spent fuel pools. Please specifically identify known and/or suspected risks to public health and safety in the event of a nuclear accident and/or successful terrorist attack at a nuclear facility, with special attention given to the public risk regarding commercial nuclear reactors.

5. What inadequacies and/or potential problems is the government aware of as relates to A) community evacuation plans, and B) sheltering in place in the case of a nuclear incident and/or terrorist attack on a nuclear facility, and what levels of potential loss and/or harm have been identified (human life, long term health effects, infrastructure loss and/or contamination, financial losses, specifically as affects private citizens since the Price Anderson act leaves us with no form of protecting our assets in the case of a nuclear event and/or a terrorist attack on a nuclear facility.

As a citizen stakeholder living within 3 miles of a governmentally licensed and policed nuclear facility that has applied for a 20 year license renewal, and should be entitled by law to honest and forthright answers to these questions, so that I can fully and completely evaluate the true risk I and my community are being asked to take in continuing to play host to two aging, failing nuclear reactors that are already threatening human health and/or the environment as they leak strontium 90 and tritium into both the area ground water, and the Hudson river.

Said distribution will occur has occurred through my NRC recognized advocacy group, GNB (Green Nuclear Butterfly) at public events, such as last month's NRC open house in our community where the NRC gave us a presentation table, as well as our blog.

2. The information and answer requested in this document will be used first to educate the public TRUTHFULLY about the risks associated with specifically, Indian Point, and additionally said information will be used as is practical in our plans to act as and intervener in Entergy's license renewal application process.

3. If the information gained reinforces our/my initial findings regarding public safety as relates to a fast nuclear event (terrorist attack of nuclear facility), there is a probabilistic chance that the members of the General Public in and around the host community of Indian Point will become far more active and plugged into the regulatory process, and in demanding the closure of said facility.

4. We currently interact with, communicate (through our blog, public outreach, and phone) daily with over 150 people...on average, 80 percent of these contacts are disseminating our material for the first time. As the license renewal process moves forward, we have the very real capability (thanks to the Internet) of having direct involvement with potentially millions of stakeholders within 50 miles of Indian Point who oppose its license renewal application.

5. As answered before, we distribute this information at public events, formal NRC events/meetings, and via the Internet, and do not charge a fee for our distributed information.

6. My private interests in this information are only as a stakeholder living within 3 miles of a nuclear event.

For these reasons, it is requested that any and all fees associated with the FOIA components of this document be waved in their entirety.

Indian Point Unit 1 Waste Wrongly Being Co-Mingled, and Other Issues of Concern

First, it has been suggested by others, and even printed that Neil Sheehan has the social graces of a rock tumbling through an out house cellar, and is for all intents a putz...after my/our conversation with him today, we can verify this fact. He takes my call, then when he realizes who it is on line one knows it will be a long call, wants to call me back tomorrow as he has to get back to members of the mainstream media...to which I ask, are you saying bloggers are NOT mainstream media? He, (flustered) says to give him a break, he meant WORKING media...need a bigger shovel there Neil? Needless to say, our discussion went downhill from there...we'll see if he bothers calling back tomorrow as promised.
Think sometimes, that we are so busy with reactors 2 and 3 over at Indian Point, that it is easy to forget that Entergy is also legally responsible for failed miserably reactor one as well. There seem to be some very disturbing things going on at Indian Point that directly/indirectly involve reactor licenses 1 and 2, and the potential wrongful co-mingling of waste streams from these two separately licensed reactors and their twin leaking like a sieve spent fuel pools.
Lets back up for a few minutes and unravel some of this wondrous fabric we call life so that we can fully appreciate the warp and weave of coincedence.
About two weeks past, Remy C. and I had traveled into the city to make some face time at three important Green events. Heading back home on the 1:00 AM Metronorth we met a young man whose father worked at Indian Point...talk about a small world at times. This man had a wealth of information on Indian Point, real INSIDE dirt. Wasted dives into both the reactors, and spent fuel pools, leaks being hidden from us, and most interesting of all, a story that tens of thousands of gallons of irradiated water was being spirited away from the sight on a regular basis...ranked right up there with a story he was telling us about a hose left in the wrong place that acted as a siphon, but the train pulled into Peekskill before I could get that full story from him.
This week I had occassion to speak wih Barbara Youngberg who is with the New York DEC about Indian Point, and her remarks at Clearwater's Roundtable on Indian Point Leaks...pity no one at that meeting coerced her into openning up about reactor one. As I spoke with her, the eerie truth began to gel as her words bore witness to the young man's truth and vice versa. Being one handed is a real bitch, so going to simply make a list of some of what I now believe to be true:
1. The leaking reactor one spent fuel pool leaks have grown far worse than we know about, and one can assume the leak has gone not only from bad to worse, but could be severe, even critical in nature.
2. The spent fuel leakage rate is known, as staff is having to continually top the tank off to protect the spent fuel rods in said pool one. Further, said leakage is being captured through various deployed systems for said purpose and mitigation. Problem...volume is so great that said gathered leakage is having to be pumped into trucks (remember our young man) and spirited off site. CURIOUS....WHERE IS THIS IRRADIATED WATER GOING, IN WHAT VOLUMES, AND WHAT KIND OF TRUCKS ARE BEING USED TO TRANSPORT?
3. Lets assume my assumptions are right. What are Entergy and the NRC hiding, and why?

A) A severely worsening leak in spent fuel pool for reactor one, coupled with a known leak of less severity (currently) in spent fuel pool two would deliver a devastating blow to Entergy's relicensing plans, and both the NRC and Entergy are very aware of this.

B) As spent fuel pool one goes, so too goes spent fuel pool number two, and again Entergy and Indian Point know this.

C) News of a severe leak scenario of a spent fuel pool would be National, if not International FRONT PAGE news, and would deliver a crippling if not death blow to the Nuclear Renaissance, and the whole GNEP iniative...in short, no Nuclear 2010 plan of action, no new reactors here in America, a halt to the NRC's rubberstamping of 104 applications for license renewal, as is now wrongly occurring. Congress would have no choice but to step in and order and ISA of every nuclear facility in America...Goodbye Nuclear Renaissance.

We all know that the DOD, DOE, NRC, NEI and the whole nuclear industry have far too much at stake here to let that happen...so, they are hiding the truth from us, the intent being to NURSE things along by breaking rules (co-mingling licensee waste streams by moving pool one fuel rods into already over crowded pool two) and keeping everything nursing along until the rods can be transferred into dry cask storage and pool one is buried on sie for 14 millionh years.
WHAT A DEVIOUS AND BRILLIANT PLAN! ONE PROBLEM! WHAT IF THE NOW CRITICAL LEAKS IN POOL ONE GET EVEN WORSE, AND WE HAVE A FULL FLEDGED TANK RUPTURE, OR GOD FORBID, COLLAPSE?

In their quest for a global One World Nuclear Order with America at the helm, have the DOD, DOE, NRC, NEI, NuStart, Entergy, CASEnergy and the entire nuclear industry decided they are willing to place the ultimate bet in their gamble for a nuclear renaissance? Are they hiding a sinister secret, and praying to the devil that they can keep New York City safe from an Indian Point on the brink of the long feared nuclear holocaust, the ultimate nuclear accident, a spent fuel rod fire?
Without a full complete investigation by outside experts that had unfettered access to all parts of all that is the Indian Point facility, these are but the suspicions of one man who happens to be good with puzzles. Do you trust Entergy? Do you trust the NRC? Do you trust George Bush and his Nuclear 2010 iniative?
Can stakeholders afford to write this article off as the rantings of an anti nuclear heretic? Make your own decisions, but this writer think the time has come to have outside investigators crawling all over the Indian Point site, and that all efforts at relicensing be halted until we have the full and complete truth about the leaks, the strontium, and the tritium...if Entergy and the NRC are not lying to us, then they should welcome this investigation.

Inside Security Breach At Entergy, Or Pro Nuke Nut Job?

WE are sharing a comment sent in on our "What If" article from this weekend, but doing it in the form of an article so that we can address some of the points that it raises. Secondly, we are sharing it for another reason...if the writer of the comment is putting out this information, and (a big if) the details about Indian Point Security are for real, this comment amounts to a very serious Security Breach at the Indian Point Plant...one of their own, or at least someone with some very serious inside information is posting it onto the Green Nuclear Butterfly Blog to refute the points made in Royce Penstinger's historical fiction piece. For ease of reading, Green Nuclear Butterfly's responses have been bolded and GREENED.

Hey man ! You've outdone yourself! Great fiction piece.

Thank You...I prefer to think of it as Historical Fiction. IF you follow many of the links embedded in the story, you'll see the events are not as far fetched as Indian Point and the NRC would like us to think they are.

I have some questions, though. Since it was blizzard conditions, how did the commando force get to the two jump-off spots? Didn't the coast guard cutter pick them up on radar, as they approached? Why didn't the Coast Guard's quadruple 50's Gatling guns hit them while on the rock face?

First, the work is fiction, but since we are on the subject, I could think of several ways. Further, not so sure that Coast Guard Cutter is docked in front of the plant 27/4 as your question infers. You, much like the NRC wants to give the licensee every assumed advantage that you can. IE, our troops, Indian Point's security staff would and could do everything right. Despite George Bush and the NRC sweeping the web clean, there is still plenty of anecdotal evidence to be found that would leave the average person shaking their head at the nuclear industry's ability to take care of a serious terrorist attack on the facilities. For instance, though they claim it is nothing, Entergy cannot even locate a simple leak in the spent fuel pool of Reactor 2...yet, you would have us believe their security staff would function perfectly. Perfectly like the control room personnel found sound asleep in one of the Entergy plants?

How did they go up the rock face in the snow? Did they use cross country skis? Didn't the cross country skis fuck them up at the jersey barriers?

Sure you would disagree, but this author believes a small force under cover of darkness could approach the facility unseen in kayaks from either direction on the Hudson...further, they could stage across the river to shorten distances. Again, you seem intent on convincing the public that Indian Point is not assailable. Until the NRC conducts a real force on force test at Nuclear Reactors based on some of the real life scenarios that could happen, their assertion that the sites are safe are nothing more than water cooler assurances.

Where did they practice?

Does it matter? Canada, Russia, Alaska to name just three locations that would provide adequate weather conditions for Arctic training, as well as areas of remoteness away from prying eyes. Again, does it matter where they trained? The hijackers that smashed planes into the World Trade Centers trained right here in the United States, right under the noses of those keeping and eye out for them. They did not target just one facility, they targets four planes, and four buildings....they succeeded in seven out of eight of their primary objectives.

If it was real blizzardy, kayaks would have obviously swamped. Power boats might have, too.

Nice try...I did not say it was BLIZZARDY! I stated the system had STALLED, that there was NOT ENOUGH WIND to blow the system north, or out to sea. Tipping motor boats? What, are you saying the NRC and Indian Point need to factor in a typhoon in helping them keep terrorists away from the nuclear reactors?

How come the dogs didn't start barking? Those fuckin dogs bark at turkeys, and deers, and even squirrels. Were they very small commandos, smaller than a turkey?

First, you would have us believe that carefully trained guard dogs are being left out on a bitterly cold winter night in the middle of a snow storm with eighteen inches of snow already on the ground? Do the ANIMAL RIGHTS GROUPS KNOW THIS? Secondly, dogs and other animals have a habit of HUNKERING down during a storm of this magnitude. Lastly, you discount the reality that dogs can be taken out with silent means of death.

How come the remote capacitive motion sensors on the hillside didn't pick them up? Deer set them off all the time.How did they get past the razor wire, without breaking the circuit? (I can understand video being whited out, but not the other systems).

There's a good one...remote capactitive motions sensors...even states the location of these things. Deers set them off all the time. Let me guess, in the middle of a snow storm like the one in the story, there is NO CHANCE that a brief trip of these censors wouldn't be discounted, written off as a deer? Though I do thank you for admitting one layer of Reactor Safety could be rendered ineffective with something as a snow storm.

How come the covert iron foxhole firing positions didn't set up a cross fire? How about the elevated firing towers? How did they get a vehicle past the 8 foot high 360 degree concrete wall? I see, the FENCE at Indian Point is safe, secure and vital, but the fence at our Southern Border will not work? To use the adage oft quoted by the Pro-Illegal Alien factions, built a 25 foot fence, and someone will build a 26 foot tall ladder. Here's a wake up call for you...in most snow storms, staff at Highway Patrol barracks are STRETCHED, most of the officers dealing with various accidents or motorist emergencies.

Did the Regular Army troops at camp smith get taken out beforehand? Their 12 tanks, and heavy weapons are only 6 minutes away, usually.

Those tanks might be six miles away, but they are not ready for RAPID DEPLOYMENT in the best weather, let alone a snow storm as described in the article.

If they went inside the dome to blow a hole in it, how did they find their way through the 5 successive airlocks into the radiation area? Who told them all the security codes? Did they blow the airlocks with C4? If they did , an automatic scram would have locked them in, AND shut the plant down.

I'm not the security expert, though you seem to desperately want our readers to believe you are. How many of us have watched controlled explosives take down buildings 50 times as large as the reactors at Indian Point in less than 30 seconds? Yet, you would have us believe that it's impossible for dedicated professions would not have the know how to overcome various obstacles in their desire to complete their mission. If terrorists have managed to get their hands on weapons to pierce the armor of tanks, surely they can find something that would open four or five doors? I'm sure they are not worried about making it all look pretty.

Didn't the isolation breakers at Buchanan switch yard operate to prevent the blackout spreading? Did your guys send a team over there first to lock those breakers shut?

Let's reverse this question...has the NRC factored this into their Force on Force exercises? In their mock attacks, have they sent a security detail over to guard these isolation breakers?

Were they old retired Con Ed guys, only Con Ed knows how to open or shut that stuff, or even where the controls are in the yard.

For starters, if someone had actually gotten this far into Indian Point, there are all kinds of ways to create problems that could result in core meltdown. For instance, one would assume, that those bent on mischief in this case, destruction of the reactor's core could attack the reactor at it's weakest point...say for instance the flow through pipe that drives the steam turbines? Not sure here, but I would think someone shutting down the flow pipe that allows steam/pressure to leave the reactor would cause a serious issue of concern? Further, find it interesting here, that in your entire rebuttal of my piece of fiction you STEERED AWAY from discussing the very vulnerable spent fuel pools. What, afraid to admit that a few armor piercing rounds fired into the bottom of said pools would create serious havoc in and of itself?

Democrats, John Hall Pass 9/11 Commission Legislation...Sort Of

Let's Have Some TRUTHINESS On This One John...How Come No Committees Were Done Away With?
I suppose that Nancy Pelosi thinks voters have a short memory, or perhaps that we can be very easily fooled with a slight of hand trick? Tom Staudter has released a lengthy press release on John Hall's voting for for 9/11 Recommendations Bill to Make America Safer. Now, there are some potentially good things in the bill which I read earlier this evening, but there are some things MISSING, including the single BIGGEST recommendation of the 9/11 Commission. Let's not play games here.
Congress should create a single, principal point of oversight and review for homeland security. Congressional leaders are best able to judge what committee should have jurisdiction over this department and its duties. But we believe that Congress does have the obligation to choose one in the House and one in the Senate, and that this committee should be a permanent standing committee with a nonpartisan staff.

Keeping only HALF A PROMISE is not keeping a promise...especially when the Democrats don't want to pass this specific 9/11 Recommendation for one VERY SELFISH REASON, the nine committees that would be eliminated, that would be obsolete.

Hall Votes for 9/11 Recommendations Bill to Make America Safer
Lauds the Correction of Homeland Security Funding for NY

Washington, D.C. – U. S. Representative John Hall, acting on a pledge to make our nation safer from terrorism, voted today for legislation that will implement the unfulfilled recommendations of the bipartisan 9/11 Commission. The new bill, H.R. 1, marks a serious and resolute commitment toward improving homeland security, preventing terrorists from acquiring Weapons of Mass Demolition and developing strategies for preventing the spread of terrorism.

The House passed the bill this evening by a vote of 299 to 128. It is one of the first pieces of legislation brought to the House floor by the new Democratic leadership.

“I’m proud to stand here in Congress with colleagues who know the threat of terrorism remains real in our country, and that the time for long overdue action protecting the safety of American families has finally arrived,” said Hall. (12-20 MILLION illegal aliens here in American is not a threat to American Families? Abandoning the fence, and not securing our Southern Border...uhhh...isn't that a serious security problem?)

Noting that the bipartisan 9/11 Commissioners assailed Congress and the Administration last year for practically ignoring the Commission’s recommendations, Hall said, “This critical bill puts forth specific steps that address the shortfalls the 9/11 Commissioners highlighted.” (Not exactly)

The bill is comprised of a number of vital provisions that will substantially improve homeland security, most notably improved explosives detection at the nation’s airports, required phasing-in of 100% inspection of carry-on cargo on passenger aircraft and 100% scanning of U.S.-bound shipping containers, plus providing first responders with equipment that allows them to communicate with one another in emergencies.

Also included in the bill are steps that will help prevent terrorists from acquiring WMD and will also bolster international efforts to stem nuclear weapons proliferation. (So curious here...how does this goal jive with the DOE/NRC plan for wanting to build all those new reactors, which will actually HELP to perpetuate NUCLEAR PROLIFERATION? ) Reducing the appeal of extremism through the promotion of economic opportunities, education reform, human rights and democratic processes in the countries of the Middle East, along with as education opportunities for youths in Arab and predominantly Muslim countries is included in the new legislation as well.

“The bill put forward in Congress today is a broad, comprehensive package that finally takes action and meaningfully advances the entire spectrum of the 9/11Commission recommenda-tions,” Hall remarked. “Prominent among these is the recommendation to allocate most of our resources to where the threats are greatest. My state of New York has already experienced the brutal realities of terrorist attacks and remains a top target nationwide. In my district alone there is the Indian Point nuclear power plant, which is 35 miles away from New York City, as well as military facilities including West Point, and major highways and rail lines. The federal government needs to provide the bulk of anti-terror resources to protect targets like these in the New York City area and Hudson Valley. Today's legislation will allow it to do just that.”

Continued Hall: “Not only will this bill correct the flawed homeland security funding formula, it will finally take steps to plug the gaping holes in our air security, secure our ports from the nightmare of nuclear terrorism (Indian Point-Large aircraft, attack on spent fuel rod storage facilities.), and push this Administration to undertake an aggressive foreign policy that will attack the fundamental drivers of terrorism around the world.”

“Today is the first step toward real homeland security, but ensuring the security of the American people will require a sustained effort, aggressive oversight, and a commitment to a tough, smart, strategic approach,” said Hall. “We remain committed to pursuing this effort.” Is a part of this effort going to include SHUTTING DOWN INDIAN POINT?
