November 7th Radiation Leak At Indian Point...How Come We Did Not Know About It?

OK, call me VERY PERPLEXED, and more than a bit disturbed. I just found something on the Westchester Emergency Site about a LEAK AT INDIAN POINT on November 7th, and the news release says there was a partial evacuation going on? What gives, where were the sirens, where was Channel 12? If it was a test of their plan, why leave these reports laying around on the web site to worry the population? Especially those of us that were in the area supposedly being evacuated.

County Executive Andy Spano has announced that emergency evacuation buses for the general public will begin picking up passengers at 1:00 p.m. today in Buchanan, Peekskill, Verplanck, Montrose, Cortlandt and Croton-on-Hudson.

Entergy, the operator of the Indian Point nuclear power plant, has reported a release of radiation at the plant.

However, field monitoring teams from the county’s Health Department who took readings earlier detected only background levels of radiation. Those readings were taken at lower South Street and Welcher Ave. in Peekskill, which is within 2 miles of the plant, and Furnace Dock Road and Maple Avenue in Cortlandt, about 5 miles from the plant.

Field monitoring teams are composed of specially trained environmental health inspectors who have the capability of determining whether radiation has been released from the nuclear power plant. Field monitoring teams measure the actual amount of radiation in the environment.

County Health Commissioner Dr. Joshua Lipsman M.D., M.P.H is in the Emergency Operations Center to oversee the field monitoring teams and to assess their results.

A General Emergency, which was declared at Indian Point at 11:51 a.m., is the most serious of four classifications of radiological emergency as designated by the Nuclear Regulatory Commission.

The buses are available for anyone who doesn’t have their own transportation out of the area or who can’t arrange a ride with a neighbor. Buses will take passengers to designated reception centers outside the 10-mile Emergency Planning Zone. Please be at one of the bus stops by 1:00 p.m. as there will only be one round of pickups.

Residents in these areas with mobility impairments are advised to call (914) 493-8251 if they need assistance in evacuating the area. TDD for the deaf is available by calling (914) 593-5905.

Residents within the Emergency Planning Zone are urged to tune into a local or New York City radio station for up-to-the-minute information.

These areas are being taken for the protection of the public. County officials are continuing to monitor the situation at Indian Point.

Those leaving their homes are asked to lock all doors and windows and take blankets and pillows as well as any important medications and to swallow one 130 milligram dose of KI – potassium iodide (Children under 1 year should be given a 65 milligram dose – one half the tablet). If you do not have KI you will be able to get it at your reception center. In Westchester County, KI can be obtained at two additional locations: Rockefeller State Park, Route 117 in Mount Pleasant; or the South rest stop on Route 684 near Katonah.

No pets will be allowed on the buses.

The Atomic Legacy-Nuclear Dead Babies

As we move ever closer to getting this project up and running in a big way, it will be shown publicly we are hoping this coming week at the Indian Point relicensing meeting, there has been some slack about the theme. People find it harsh, in your face, our accusations of nuclear energy amounting to an abortion machine akin to feat mongering. Others wonder where we came up with the idea for the Indian Point Dead Baby World Tour.

There are several reasons to have settled on this theme, including Elena's incredibly heart wrenching photographs of the fallout area in and around Chernobyl, and the abandoned dolls she has come across in her travels.

Another crucial reason for the Nuclear Dead Baby, is that dolls have been a part of the horror that is nuclear from the very beginning of the supposed Friendly Atom. If you research old photographs from the various and assorted atomic tests in the name of military/commercial atomic energy, research the Friendly Atom, you'll find dolls were a routine participant in those early days. Their gruesome poses, haunting expression adding a surreal reality to the message that nuclear kills. As our campaign moves along, we'll share many of these photographs with our readers, but tonight, thought I would share a peek into the dolls long involvement in the Nuclear Industry, by introducing you to Priscilla and some of the members of her family who were forced, like many of our soldiers to endure nuclear bomb testing under the guise of the Friendly Atom and CHEAP ELECTRICITY.

New Alarm Testing Going On NOW

Indian Point is out and about testing their alarm system to day...got a bothersome pre-recorded telephone message about it yesterday. Anyway, as I type this, the dulcet drone of the alarm is humming in the background. I share this for one reason...you can BARELY HEAR IT! This is startling considering the fact that I have one of these alarms about ONE BLOCK away from my home. Sure they will have some excuse for the barely discernable level of noise coming from it.

By the way...Chernobyl had sirens too!

Let Indian Point Prove Evacuation Plan Works Under Terrorist Attack Scenario

In a previous post, I've pointed out that the NRC's DBT and the Force on Force Exercises that are derived from it, at best, are a cruel joke on host communities. Further, we all know that Indian Points evacuation plan WILL NOT WORK. In fact, Sam Collins of the NRC admitted as much in a recent public meeting when he stated to the audience that, in the case of a fast moving nuclear incident or terrorist event at the plant, evacuation would not work, and FEMA would have to rely upon sheltering in place.

In an article posted this week, GNB shared with our readers a slide from a Centers for Disease Control presentation that show people sheltered in their homes would only have a 40 percent level of protection from the radioactive matter released in a nuclear event. For those without a basement, or those living in say a trailer, such as the park just up Route 9, the level of protection if sheltered in place drops to and even more deplorable ten percent level.

I bring this up, as it is time for reactor licensees to prove their evacuation and/or emergency plans are workable, by proving it with a full blown emergency plan implementation exercise as a part of the relicensing process. Such a precedent for such an exercise is no longer without precedent, as a 4,000 member strong contingent held the first ever large scale terrorist attack nuke crisis emergency exercise in Marion, Indiana at a cost of $700,000. To put that financial cost into perspective, $700,000 is less than one days revenue stream for the Indian Point reactors...since they seek a 20 year license renewal, such a figure is NOTHING in the big picture for their revenues.

Some 700 police and fire officials from Marion County, IN, will be part of the 4,000-strong contingent that will respond to a simulated nuclear disaster later this week at a cost of $700,000, Public Safety Director Earl Morgan said Monday, May 7. Military and public safety officials often practice their craft in simulated circumstances, but this will be the nation’s first-ever scenario depicting a situation in which a nuclear device is detonated in an American city by terrorists. The training exercise takes place Thursday through Sunday at the Muscatatuck Urban Training Center in Jennings County on the grounds of a complex of buildings constructed in the early 1900s. Protection of Sheltering In Place-The 40 Percent Truth

My morning coffee was interrupted by the ringing of the phone...it turned out to be the reverse 911 system calling to let me know that Entergy's new siren close to my home will be sounding off today somewhere between 9-11:30 AM as Indian Point tries to get its new system to perform correctly. Happy, happy, joy, joy. Being in a generous mood this morning, lets assume that the system actually works. Now, lets assume there is a fast breaking event at the facility, and the alarms are going off in at least 94 percent (The NRC benchmark for pass/fail) of the affected area.

Assuming everyone is at home for this event, you grab your wife/husband, children, and Pedro the dog and rush into the house to begin implementation of the Emergency Evacuation Plan. As the children race through the house closing up windows, Pedro is barking incessantly, and you run to retrieve your handy roll of duct tape, your wife turns to channel 12 to listen for updates. In truth, there is a very real chance that your local news station is not going to have anything of much use for as long as a couple hours! Hey, it takes time to get everyone in place, ascertain the full scope of the emergency, then start feeding information and instructions out to the media, and from there out onto the now contaminated airwaves. Not to worry...the folks at Homeland Security and FEMA have made available to the media some pre-made (CANNED) messages to keep you calm during this potentially grave period of uncertainty.

STAY OR GO? Based on the above, the odds are, that you need to make this call sooner rather than later. Fact-if (as GNB suspects) it takes a couple of hours for the various agencies to get their act together and give the public its marching orders, full chaos will have already broken out. It is commonsense to believe this...if you hear the sirens, if it is an actual emergency, how long are you going to be sitting idly by waiting on Channel 12 to give you news you can use? If you follow the rules, the best advice on avoiding exposure is putting DISTANCE between you and the source, so EVACUATE.

Grabbing a few carefully chosen possessions, you scoop up Pedro the dog, and race the family down to the street and leap into the mini-van to make your escape. You put the car in gear, drive two blocks and run smack dab into a wall to wall, bumper to bumper traffic jam on Whelcher Street...WHOOPS, the doubters were right, evacuation will not work. With 27 cars now honking behind you, the realization hits...we have to shelter in place.Throwing the car in park, you, Pedro the dog,the wife and kids set off back to the house to shelter in place, abandoning the minivan where it sits.

Safe and secure back in your home,you begin implementation of plan B as the announcer tells you again for the forty third time to stay tuned for breaking news and instructions on this breaking nuclear event. As you are taping off the windows in the attic bedroom you glance towards Indian Point's Domes only to see that one of them is missing, and a large plumb/explosion has lifted up into the sky...breaking into a chilled sweat you scream at your family to move everything down into the basement.

Windows shut and taped over with plastic, the doors locked, you and your family sit huddled together in the basement that has no heat, the children whimpering as you wait for news and updates...so far, all you have gotten from Channel 12, is that you are expected to SHELTER IN PLACE. Do you really think the news that the core has been breached is going to be let out onto the airwaves sooner than later, risking mass hysteria in the New York city area, home to over 20 million people...sorry, no amount of security could control that situation, so they are going to clamp down on the news by throwing up and exclusion zone.

Enter the plain truth...according to the Center for Disease Control, if you shelter in your basement in a typical wood frame house, you, your wife/husband, your children and Pedro the dog are only protected from FORTY PERCENT of the radioactive contaminants in a BEST CASE SCENARIO. Houston, we have a problem! This gives you less than a 50/50 chance of coming out of a significant radiological event and/or terrorist attack unscathed if the NRC and your local officials order you sheltered in place.

Some 12-14 hours into this event you notice your children (who are more susceptible)are vomiting profusely. Somehow, you have to get them to the hospital, so you protect yourselves the best you can, and make a mad dash through the falling radioactive particles to your second car that is parked in the garage. Somehow, you make it through the chaos to the Hudson Valley Medical Center Emergency Room (sponsored by Entergy)that has been recieving MASS CASUALTIES. Citizens are being corraled into roped off areas OUTSIDE the facility in the radioactive fallout area. Sorry, but if you go to the REAC/TS site and read their Radiological Triage document, this is NOT some far out concocted scenerio written by some drug crazed, long haired hippie. The walking wounded, and those who may have been exposed take a second seat to the seriously wounded. Further, the REACT/TS site admits that staff could be over run.

To deal with this reality, emergency planners have been instructed to A) suspend the rule of law in the exclusion zone, and B) have adequate law/military enforcement on the scene at hospitals to control a frenzied, out of control general public...in short, even though your children are exhibiting all the signs of radioactive contamination, it could be hours, even days before they are attended to. They may survive the incident, but they are now a cancer death waiting to happen, months or years later.

The NRC and NEI adit they have far to little knowledge on the effects brittling will have on a reactor core's susceptibility to thermal shock. As a potter, I can tell you a vessel that experiences thermal shock will shatter, plan and simple, sending shards exploding into the atmosphere. With this uncertainty, with the very real fact that sheltering in place only protects you from 40 percent of the fallout, can we really afford to relicense Indian Point for 20 more years?

If Incident Occurs At Indian Point, Are your Children REALLY Safe Sheltered At Or By The School?

We all know the drill...in case of a nuclear incident, don't try to get to your school children, FEMA and the school board will protect them during the fallout. Will they? Just how safe are your children during a significant nuclear incident/terrorist attack at Indian Point, and will they have been moved far enough out of harms way before it is too late?

Some school buildings that would serve as pickup centers for children evacuated in a nuclear emergency are not far enough from the danger zone, a watchdog group has charged.

Three Mile Island Alert has asked the U.S. Nuclear Regulatory Commission to adopt rules that would require evacuation centers for children to be at least 15 to 20 miles from the nuclear plant.

The NRC requires that evacuation centers be at least five miles outside the evacuation area -- usually defined as 10 miles from a plant. There is no such requirement for school evacuations, the petition said.

Time For Aging Reactor Communities To Use The 10 CFR Rules To Take Back The Regulatory Process From Nuclear Industry

This afternoon I used the NRC's Rules and Regulations to file a citizens Formal Petition For Rule Making (found here) in the hopes of righting the wrongs of the NRC's rubber stamping of all nuclear industry license renewal applications. With the score Nuclear Industry 50, and Host Communities 0, it is obvious that the nuclear industry now owns the regulatory framework, and it is our job to TAKE IT BACK. Properly Organized, the citizens who are opposed to these unsafe, aging and brittled reactors can use 10 CFR 2.206, 2.802 and 2.202 as a tool to level the playing field, and force the NRC to give us a fair, open, honest license renewal process that looks at all reactor safety and security issues, instead of only those issues the licensees want us to have a voice in.

My petition could be flatly rejected by the NRC, or they could give it a cursory look, run it through the process so it looks good, then ignoring public comments reject it...which is what I expect. ( Though 1,000's of public comments when it is released in the Federal Registry would make it a bit more difficult on them.)

However, the beauty of the Petition For Rule Making, is that any stakeholder (which in the case of nuclear energy is every human being residing in America) can file one. So, as Arlo Guthrie used to say sing in his infamous, "Alice's Restaurant", can you imagine if ten people a day filed a Petition For Rule Making with the NRC...they would think it was an organization. And could you imagine 100 people a day filing a Formal Petition For Rule Making with the NRC? (It's almost as simple as writing an email!) They would think it was a movement, and that is JUST WHAT I AM PROPOSING! A take back the regulatory process, and return NRC to a position of honesty and integrity MOVEMENT, and all your organization against wrongful relicensing needs to do to join, is to host a Petition For Rule Making party in a home or coffee shop in your own host community.

If only 100 people in 100 host communities filed their very own Petition For Rule Making, that would give the NRC over 10,000 bites at the apple to DO THE RIGHT THING when it comes to protecting human health and safety! Could you imagine what would happen if all reactor host communities embraced this strategy and got 1,000, or 10,000 citizens to file their own petitions for rule making?

Nothing any of us has done so far is working! The biggest win we have had is out in California with the Diablo court victory. Problem is, Neil Sheehan has already been quoted three different times stating he will ignore those court findings in the other 49 states! The NRC is intent at relicensing these reactors, no matter what a host communities objections or fears are, even if they are legitimate! Which means we need to CHANGE THE WAY THE GAME IS BEING PLAYED. 10 CFR's Rules For Rule Making that we have to start using in a very big way...the survival of our communities may depend on it, as the NRC is far to willing to play Russian Roulette with our lives if it will help them realize their dream of a Nuclear Renaissance.
