NRC Chairman Dale Klein "Harkens The One World Nuclear Order"

On October 4th, the doddering Chairman of NRC, Dale Klein announced to the world, with little fan fare that the Nuclear Renaissance is upon us, further predicted the coming of "An Emerging Fuel Cycle Renaissance" and in his speech at the Baker Center for Public Policy laid out the NRC's plan for a "One World Nuclear Order". According to this ancient relic of yesteryear, a Nuclear Renaissance is not on the horizon, but has officially begun.

"I don’t say that as an advocate for or against nuclear power. It is just a statement of fact, considering that last week the NRC received the first application for a new reactor license in thirty years. Over the next year and a half we expect about twenty more license applications."

The first question that communities all across America should be asking themselves as these 20 or more applications flood into the NRC is, "Based on the past safety and environmental issues associated with Nuclear Reactors, are we really willing to let the NRC force us to play host to a nuclear reactor? In the hopes of mitigating this serious problem with public sentiments, the NRC hopes to force many new licenses through by locating them on or near ALREADY EXISTING reactor sites. After all, it is much easier to screw a community after you've already raped them. One hs to wonder how close we are to having the NRC proudly hanging Swastika's on the outside walls of the NRC Headquarters in Rockville Maryland.

One of the more interesting admissions by Dale Klein (though it is pointed out he does not actually write his speeches, but instead only reads them to the audience) is the severe worker shortage that already exists at the NRC, and within the nuclear industry itself. Giving birth to a Nuclear Renaissance, taking on the job of reviewing 20 or more new reactor construction and licensing applications when you already have problems meeting current regulatory obligations seems like a recipe for disaster. As example, in one two week pay period earlier this year (2007) the NRC lost over 1,000 years of experience to retirement, with over half of that brain trust in the area of technical experience.

Such wholesale loss of talent is the proverbial TIP OF THE ICEBERG. Over at the DOE some 75 percent of their ENTIRE WORK FORCE is eligible for retirement in the year 2010. If you look at George Bush's plan for the Nuclear Renaissance, if you have a gander at the DOE/NRC time line to begin rolling out this massive Nuclear Renaissance perfectly coincides with what will be a mass exodus of the nuclear brain trust needed to adequately police and regulate current licensees, let alone all the new ones slated to come online.

You cannot replace the knowledge gained through decades of on the job experience, so even if you replace the bodies with fresh young college graduates, those people are at the beginning of their learning curves...do any of us truly feel comfortable putting our public health and safety into the hands of people that HAVE NO EXPERIENCE in the nuclear industry, or at best, very little? In answering that question, we need to look carefully at two crucial facts.

1. For the most part, America's current fleet of 104 aging nuclear reactors are run on out dated analog technology...which is NOT EVEN TAUGHT on college campuses. How can the NRC adequately guarantee our safety when these new, young employees with no knowledge of analog technologies are put in charge as plant inspectors? Should we feel comfortable with the fact that these young inspectors are going to have to rely to some degree on the word of the licensees they are supposed to be regulating?

2. If a company like Exelon or Entergy is applying for and application to build a reactor in your community, would you feel comfortable knowing a young man or woman two years out of college was weighing the adequacy of the company's application?

These might seem like rhetorical questions, but they are questions we as a nation need to give some long and serious thought to. Even the NEI (Nuclear Energy Institute) admits (qualified) worker shortages is a very serious and troubling issue being faced by the industry, and at every plant site in America...yet, they want to push forward with building 20 or more new reactors? Lets look at hard cold facts. Thirty Five percent of ALL CURRENT UTILITY WORKERS are eligible for retirement during the next five years.

Despite the staggering losses in experienced work force base loads, Mr. Klein pushed on in his speech, insisting the situation should not be considered a crisis! Though conceding, that it could become one. Perhaps he as hoping such a bold statement of assurance would lighten his next big admission.

The US nuclear industry, and the NRC, based on the 20 year hiatus in building nuclear reactors here in America, seems that NRC staff has NO EXPERIENCE what so ever to use in evaluating the adequacy of new reactor applications! Succinctly, we have the analog problem in reverse here. All of NRC's regulatory experience and knowledge is applicable to analog based control rooms and reactors, and all the new reactors expected to come online are digitally designed and operated. Not to worry though, Dale Klein feels it is fine to count on the INDUSTRY to provide the NRC with guidance as they get their feet wet in this new pond. He describes this as a short-midterm shortcoming, but fails to tell you that short to midterm means 10-20 years! Worse, since the NRC has no experience in digitally operated reactors, they intend to let the industry write their own safety and design specs by which they will be regulated...BRILLIANT, absolutely brilliant. (Can you hear the sarcasm in the sentence?)

As the audience in the Woodrow Wilson Center picked their dentures up off the floor over this information, Dale Klein plowed on, getting into the real purpose of his presentation, the glorious coming of the "Fuel Cycle Renaissance", the evil twin bastard of the "Nuclear Renaissance". For starters, I get nervous when someone from the NRC states "more radical technological changes" are on the way! Either one of his speech writers is a SURFER DUDE, or we as society don't even want to know what kinds of reactors the industry is wanting to build moving forward.

In Dale Klein's mind, the crown jewel of his speech was GNEP (Global Nuclear Energy Partnership), the centerpiece of this supposed "Fuel Cycle Renaissance" that will make America the recipient of almost the entire world's spent fuel waste streams. Read the fine print of GNEP! Country A signs on the dotted line, we (America) promise them fuel for their reactors, and when they are finished with it, we B) promise to TAKE IT ALL BACK. So much for that false hope that Yucca was the answer to high level radioactive waste streams. This GNEP program would require America to license and build a new Yucca every 3-5 years!

Mr. Klein leisurely informs those gathered there that have not passed out, that this GNEP program is going to substantially SHIFT the domestic approach to the back end of the spent fuel cycle, and then adds as almost and after thought that GNEP will possibly represent a significant world wide change to how the back end of the spent fuel cycle is dealt with. Is this guy related to Elmer Fudd? Was there a collective DUH from the audience listening to him drone on about this topic?

What Dale Klein is not saying, what he does not want America to know, is the real purpose of GNEP. Even though the technology for GNEP is not proven, but moving forward with it, they can reclassify spent fuel (radioactive waste) as POTENTIAL FUTURE USE RESOURCES. Reason for that is simple...as a potential future resource, America's spent fuel could then sit right where it resides now waiting for reprocessing...on site at the 104 aging reactor sites here in America. WALLA, waste problem SOLVED. If you do your homework, you'll find this is exactly how DOE dealt with the issue of all that DEPLETED URANIUM that citizens wanted cleaned up and removed.

In wrapping up his speech, Dale Klein gave the first hints of the new "One World Nuclear Order" that is coming down the pike, expressing it as a WONDERFUL and UNPRESEDENTED OPPORTUNITY! Much along the same lines as the North American Union, Mr. Klein envisions a uniform, world wide, international set of regulations...you know, kind of like comparing China's product safety regulations to ours, and then compromising in the middle somewhere. Shut up KID, and eat your lead paint! Of course, much like President Bush, Dale Klein took it upon himself to bring such and idea to the International Atomic Energy Agency in Vienna without bothering to have any public stakeholder input into his WONDEROUS idea. Sadly, IT GETS WORSE as he states:

This would be a cooperative international effort to delineate the regulatory design requirements for innovative reactors and other fuel cycle facilities.

I believe that such an activity should be led by the regulators who oversee the design and development of nuclear power plants, with active participation from other national regulators, and in coordination with the IAEA and NEA.

In this new world we live in since September 11, 2001 we have the Chairman of the NRC wanting to open up the books, records and regulations of the NRC to the world in the name of creating a uniform set of guidelines for the world wide nuclear industry. Curious here, does Iran, China, Afghanistan, even India get a seat at this table? Do America's safety margins get reduced to find group consensus? As it is, our participation in the World Bank, programs such as NAFTA and CAFTA see our rules being set aside as other nations haul us into international courts. Think about it folks, is GNEP and a One World Nuclear Order what we really want in America, is it really the way to solve Global Warming?

Where is American Idol In Taking A Stand?

Movements have begun, been supported and nurtured through music and the musicians that create it. American Idol has a weekly audience that routinely exceeds 20 million people. The show is aired in every single community being forced to host the 103 aging reactors that are the nuclear industry's fleet. Over 50 percent of America's population lives within 50 miles of a nuclear reactor...in short, if there is a major event at one of these decrepit, brittling, failing reactors, up to fifty percent of American Idol's audience base could be affected, could FACE DEATH.

So, with that reality, where is Simon speaking up against relicensing of these reactors, where is Paula calling citizens to action? American Idol has the ability to reach through the apathy and plug middle America back into this fight for our communities. There is such a thing as Social Responsibility, and American Idol needs to weigh in on this important issue...it is WRONG to force communities to play host to these relics from a error plagued industry, it is wrong to keep these reactors up and running, in effect playing Russian Roulette with the lives of fifty percent of America, fifty percent of American Idol's audience base. One free commercial spot on their show speaking up against the nuclear industry would force our government to wake up...question is, does Simon care about anything beyond his wallet where America is concerned? American Idol could invite Congressman John Hall onto the show for a cameo appearence to briefly speak on the issue...there is in short a natural tie in for such political activism.

This fall, the NRC issued two letters to the Entergy Corporation wherein they are accused of having a management style that is CHILLING...a management style that has employees afraid to come forward with their worries about both safety, and security. This got the Green Nuclear Butterfly thinking...what if we had a Top Ten Worst Reactors in America List? Further, what if we took all the information our readers sent us, and filed a GENERATE Verified Complaint against EVERY REACTOR IN AMERICA? After all, if the NRC can issue their own Generic Letters, why can't we in the STAKEHOLDER Communities issue our own Generic Complaint against the nuclear facility, and in the process compile our list of the TEN WORST REACTORS IN AMERICA!

Don't WAIT ON THE NRC TO SLAP YOU, but instead ACT NOW to deliver a serious KNOCK OUT BLOW to the aging fleet of unsafe reactors...we have the chance here to set the clock back to zero, but we must move fast. Forcing the entire re licensing process for every re licensed reactor to in effect go through a do over, throws the entire DOE Nuclear Power 2010/GNEP into complete disarray! We can use Homeland Security's own public documents on dirty bombs against the NRC....if a briefcase NUKE can send you into forced sheltering in place for over four days, what would an attack on a nuclear reactor that was successful do? Where would we stand after a terrorist attack in light of Congress extending the Price Anderson Act when it comes to MAKING US WHOLE?

Diablo case shakes nuke industry

WASHINGTON, DC, United States (UPI) -- The U.S. Supreme Court decision Tuesday not to hear an appeal by a California nuclear company means federal regulators will have to decide how to factor in terrorist attacks when evaluating environmental impacts of nuclear waste storage.

In denying Pacific Gas & Electric's appeal of a June 2 ruling by the Ninth Circuit Court of Appeals in San Francisco, the high court may have forced the U.S. Nuclear Regulatory Commission to address the threat of terrorist attacks on nuclear facilities like it hasn't in the past.

The appellate court said the NRC violated the National Environmental Policy Act when it didn't include a terrorist attack in an environmental impact report for an application to create dry cask storage at the Diablo Canyon Power Plant near San Luis Obispo, Calif.

PG&E, which owns Diablo Canyon, was granted the license and is constructing the storage for waste that will soon accumulate beyond can be contained in the cooling pool, where newly spent nuclear fuel is immediately placed.

The environmental impact report was part of the license.

The NRC maintains the terrorist threat should be addressed under the Atomic Energy Act, not NEPA. The commission said it will now decide to what extent it needs to address terrorism in environmental reports, while keeping the door open to challenge the court ruling in the future.

Opponents of New Jersey's Oyster Creek nuclear plant had hoped the ruling would help their attempt to block the plant's license renewal. The NRC, in a statement Friday, said "there are no environmental impacts that would preclude license renewal."

NRC officials said the report was completed prior to the Supreme Court's ruling. The commission's environmental impact statement for Oyster Creek's renewal had no mention of terrorism, though opponents raised the issue numerous times in public hearings.

"Basically, since we didn't know how the Supreme Court would come down, we couldn't really be planning in advance of that," said David McIntyre, spokesman for the NRC.

"And now that they have come down and said they're not going to review the case, we need to wait for the commission to decide. I don't think they're going to waste a lot of time on this," he said. "They're going to decide fairly soon."

Until then, the NRC will continue with business as usual. Opponents of the license renewal of the Vermont Yankee nuclear plant plan to raise the terrorism issue at a Jan. 31 hearing on a draft environmental impact report. If the commission determines the court's ruling demands terrorist threats be included, McIntyre said it will be included in a final report.

Rod Adams, Nuclear Entrepreneur Contests Green Nuclear Butterfly Views

This NEW GENERATION Nuclear Reactor KILLED FOUR PEOPLE.

Nuclear Entrepreneur Rod Adams weighs in...now, I at least give Rod Adams credit for identifying himself. I did not post his comment in the comments section for two reasons.

1. I was not interested in his remarks at end of comments that became a drum beating commercial for the pro-nuke forces, and the industry over seeing them. You can read enough of that on his blog. But then, it only makes sense that a man, and his company, Adams Atomic Engines, Inc hoping to make millions in nuclear power is going to tout the supposed benefits of an industry he is involved in, and wants to do business with. This is especially true when said gentleman and his cohorts stand to lose $100's of thousands in their own investment seed money if the Nuclear Power 2010 juggernaut gets side tracked or derailed...interesting that this former Navy man had the intuitive sense to JUMP IN when he did...especially considering the fact that the NEI's top gun is a former Navy Admiral himself.

2. Most people don't see/read the comments, so thought I would post the meat of Rod Adams remarks right out on the front page...my commentary on his words will be in red. First John Wheeler, now Rod Adams...both of whom publish pro-nuke news podcasts...tell you, someone is watching us here on the Green Nuclear Butterfly, so suppose in that we should feel honored!

Your analogy between a nuclear reactor and a steam boiler has a few missing pieces. I am guessing here that Rod Adams missed the part of my post that said a nuclear reactor was a very large boiler on steroids. Obviously, not every internal part of the beast was detailed, as I was making an analogy.

1. The portion of most nuclear power plants that most resembles the "boiler" component of a fossil fuel plant is a steam generator. That is the place where the actual stresses of steam formation take place in a pressurized water reactor. The industry recognizes that these components have a limited lifetime, that is why almost all of the older plants have replaced their steam generators with new ones in order to extend the plant life. These are not patched up, rusty monoliths like you describe, they are completely new (and improved) components that have been subjected to rigorous testing and inspection. Adam doth protest too much. Perhaps he would like to refute the fact that many nuclear reactors, if not all of them have had significant weld repairs inside the reactors themselves? Perhaps he would like to refute the fact that some of this welding is so dangerous that they cannot even send humans in to do said welding...they instead send in fuzzy science robotic welders, and hope for the best.

2. Inspection, welding and repair work are certainly necessary in order to keep nuclear powered steam plants operating - the "balance of plant" portion of a nuclear power plant is just a steam plant and needs the same care and attention as any other steam plant. That is the nature of power generation - it takes large systems full of energetic fluid that works to weaken the system boundaries. Just a STEAM PLANT...Rod Adams own words folks...tell me here Mr. Adams, just a steam plant like the one in Japan's nuclear reactor that KILLED FOUR WORKERS in 2004? That one, in the supposedly safe, secure and vital energy industry you love?

Four dead in Japanese nuclear plant accident

A non-radioactive steam leak killed four people and injured seven in the worst accident at a Japanese nuclear power plant ever. Another worker was reportedly in a critical condition.

No radiation was involved in yesterday's leak and there was no need to evacuate the area around the plant in Mihama, a city 320 kilometres west of Tokyo, officials said.

Prime Minister Junichiro Koizumi vowed to launch a thorough investigation into the accident, which follows a string of safety problems and attempted cover-ups at nuclear power plants in Japan.

Yesterday's accident was caused by a lack of cooling water in the reactor's turbine, said Kimihito Kawabata, a spokesman for plant operator Kansai Electric Power. The steam was believed to be about 270 degrees.

Four workers died after suffering severe burns, said Takanori Amimoto, at the nearby Fukui prefecture government office. He did not know how serious were the conditions of those who were injured.

A National Call To Action...Host Communities for Failing Reactors Need To UNITE AS ONE

The Constitution of The United States of America combined with the Bill of Rights guarantee Americans certain rights, regardless of what George Bush would have us believe.

One of those rights, is to seek REDRESS via the United States House of Representatives. For far too long, the citizens forced to play host to Nuclear Reactors, such as Entergy's Indian Point or Vermont Yankee have been isolated, forced if you will to act locally while the Nuclear Industry and the NRC rape our communities, spoil our environment, and force us to accept wrong sighted and potentially catastrophic rubber stamping of re licensing applications.

It has long been said and alleged, that the NRC is in the pockets of the Nuclear Industry, that they put their licensees financial interests ahead of the health and safety of citizens in the host communities...never has this fact been more obvious than in the Dog and Pony shows being held to re license almost every aging and decrepit Nuclear Reactor in America...but, this time we have proof, the trail of a deliberate and devious plan to force Nuclear onto the people of America, to rubber stamp the entire re licensing process at these Nuclear Facilities.

The mock public hearings, the song and dance of the process are FALSE, the decisions already made before the paperwork was/is filed. Fire up your GOOGLE search engines, and start piecing together the story. CASEnergy, World Nuclear Association (WNA), DOE-Nuclear 2010, Atlanta 7 and NuStart, Entergy, are just some of the searches that will start telling you the story of turning Nuclear Green, and forcing nuclear upon the unsuspecting masses for at least another century, unless we die before then from a nuclear incident...don't you love that soft sound descriptor of nuclear holocaust? As it is, 50 percent of the population lives within 50 miles of a nuclear reactor...well, for the NIMBY crowd, the time has come for you to join those of us in the No Nuke's fight, as a nuclear reactor is coming to your back yard sooner rather than later, as DOE, NEI, NRC and the money changers in the Nuclear Industry have already decided to re license almost every reactor in America to buy them the time they need to build and deploy a whole new fleet of as many as FOUR HUNDRED MORE of these death traps!

Divide and conquer has been the rule of the day...each reactor site carefully sequestered into a separate LLC so that most of us DO NOT HAVE STANDING, our comments given nothing more than a cursory glance by egomaniacs like the self absorbed and arrogant Neil Sheehan, the turkey gobbler swallower of NRC Region One who far prefers spending his time sequestered away in secret with company hacks than listening to the litany of real concerns from members of the General Public. Divide and conquer so that the cumulative effects of wide spread mismanagement and intimidation on the part of the Entergy management staff is mitigated by keeping the records separate, singular to each separate reactor. Follow the game plan, if the licensee cannot meet the criteria, change the criteria, or exclude the problem areas, such as the NRC deciding to eliminate from inclusion in the re licensing decisions spent fuel, impacts to aquatic life, and topped off by stating ALL DESIGN FLAWS at reactors such as Vermont Yankee and Pilgrim would be GRAND FATHERED IN, so as not to be an issue of contention in the re licensing process.

Access to documents denied us on such issues as security would PROVE that the NRC, DOE, George Bush and the Nuclear Industry have conspired to RUBBER STAMP the wide spread re licensing of aging and failing reactors in the name of the ALMIGHTY DOLLAR, regardless of the risk to OUR human health, and the environment...IE, look at the recent extension of the Price Waterhouse Act. WE in the eyes of the Nuclear Industry, in the eyes of the NRC, in the eyes of the DOE, in the eyes of NEI are EXPENDABLE.

We the people are being laughed at, the three card Monty street scam is on, and every host community in America is A MARK...well, it is time that we change the game, turn the tables on the NRC and on the Nuclear Industry.

First, we as host communities of these flawed and dangerous reactors need to join forces, team together to fight the beast. If we put together a petition for redress as a cohesive group representing the peoples of every town and city being forced to live within the shadow of death of these reactors, Congress CANNOT IGNORE US...there is an election in two years, and they will have no choice but to act on our petition, or know they will be voted out of office in 2008. New York's 19th district Congressman John Hall got elected partially because of his stand on Indian Point, his promise to SHUT IT DOWN. Maurice Hinchey has said he opposes re licensing as well, as has our new Governor, Eliot Spitzer, yet in the past six years almost EIGHT BILLION DOLLARS has been tossed into the laps of the Nuclear Industry...we want IMMEDIATE investigations open, and we want all RE LICENSING PETITIONS put on hold until after said investigations are complete. Until this conspiracy to deceive the public of the host communities, and corrupt the re licensing process is exposed, and those involved prosecuted to the fullest extent of the law.

We do not stop there...we file a class action lawsuit not just for one community, but for all 104 communities being forced to accept a risk they did not bargain for, should not have to accept....THERE IS POWER IN NUMBERS. No longer would the Entergy's of the world be allowed to mitigate their mistakes, as such a lawsuit would have all their mistakes WEIGHED AS A WHOLE, instead of individual parts separated by a conveniently paper thin LLC separating the mother company from it's Rosemary's babies.

Citizens living in the shadow of Vermont Yankee, Pilgrim, Indian Point and other reactor communities all joining as one... if Neil Sheehan wants to piously suggest we take our complaints to the NRC's Office of the Inspector General, lets do it, and not just one complaint, but thousands, even tens of thousands as we hold meetings to help individual citizens drown the agency, Entergy and the Nuclear Industry under a barrage of our indignation and frustration. Hearings...lets demand them, not just on the re licensing, but on the ENTIRE SHAM that is the re licensing process. It's easy for the NRC to put off and ignore a small group of citizens in each community when they stand alone, but when you put those 20,30 or 40 citizens together with the same number of citizens from the other 103 communities being forced to play host to these death machines, we become a force that can no longer be ignored by the NRC, and by our elected officials. Think about it folks...we can hold the futures of 104 Congressman or Women in our collective hands, perhaps even more...that is a grassroots movement that could not be ignored when we file a petition for redress.

As Arlo Guthrie would say, we are talking a movement, the ANTI RE LICENSING MOVEMENT, and all you have to do to join is sing along...join the force, become part of a NATIONWIDE TEAM that can shut down these reactors, can hold the NRC accountable for their crimes.

Nuclear Plants...A Modern Day Holocaust Waiting To Happen... Could Your Community Be One of The Chosen Ones?

The 100 plus Nuclear Reactors in America are all old, aging, even decaying relics from a failed and dying industry, and Corporate Nuclear Energy Titans intend to change that by seeing the Nuclear Age here in America experience a renaissance. Though this blogger has not been able to figure out the list of lobbyists (hired guns) working for this vile and repugnant group of villains, we have learned they are being VERY SUCCESSFUL, as NuStart was successful in getting our elected officials to cough up HUNDREDS OF MILLIONS OF DOLLARS of OUR MONEY to support their research and cause. This fact is very alarming, as Entergy's original BLUE PRINT for this cloak and dagger rape of a nation was to EXTRACT FEDERAL DOLLARS to pay for their research and to RECRUIT the government in their campaign of deceit in selling host communities on the new plants economic benefits, while dismissing as minor any risks associated with these fatally flawed facilities, as Chernobyl has shown us. With reactors, contrary to this new effort to change the perceptions, we are playing Russian Roulette, with it not being a question of if, but rather when.

The plan is working, as both consortium and non-consortium members alike have begun the process of invading America's countryside with a whole new ARMY of nuclear reactors. Among some of those who have started the permitting process are Entergy at Grand Gulf, Exelon Generation in Clinton, Illinois. Also in process we have Dominion Nuclear -- which is not a member of NuStart -- at its North Anna plant in Virginia. Thinking of jumping into the fray is Duke Energy of Charlotte, North Carolina. Each of these sites conveniently would use the reactor designs paid for with OUR TAX DOLLARS, but owned by the NuStart Consortium of PLANET RAPERS. (whoops...too harsh? Should I tone that statement down so as not to offend Entergy officials?) Though NuStart has already reached DEEP INTO OUR POCKETS for over $200 MILLION in Federal Government incentives, the reader should know, that all these players have stated for the record, that they need CONGRESS to continue subsidizing their costs of construction if these PROPOSED REACTORS are going to become reality.
