Over a month ago, FUSE USA had major internal problems because we outed Congressmen John Hall, Maurice Hinchey, and Congresswoman Nita Lowey for voting for a ALL NUCLEAR NAVY. Thanks to their sell out of their principles, thanks to their selling out the people they are sworn to protect, our nation sadly has moved one step closer to putting hundreds of floating nuclear reactors on the Earth's oceans in the name of military might. We here at the Green Nuclear Butterfly challenge any one of these elected officials to come to this blog and explain themselves, explain their PRO NUCLEAR NAVY VOTE, explain and justify their acceptance of nuclear tainted campaign funds. Seeing as both Congressman John Hall, and Congresswoman Nita Lowey stood up with State Attorney General Cuomo and Commissioner Andy Spano and called for the closing of Indian Point, it seems the least these two could do is step forward and explain their HYPOCRISY.

WASHINGTON - House and Senate negotiators have agreed on a defense policy bill that would require the Navy to design all future classes of major warships with nuclear power — a decision that potentially opens up more work for Northrop Grumman Newport News.

The Newport News shipyard is one of only two nuclear-capable yards in the country and the only one with a history of building large surface combat ships.

The only nuclear ships in the Navy's fleet today are aircraft carriers and submarines.

But the new policy — if given final approval by Congress, as expected in coming days — would require new classes of surface warships to go nuclear.

The policy would have an immediate effect on the next-generation cruiser, the first of which is set to get under construction in 2011.

A study of design options for the ship is nearing completion in the Pentagon.

The new congressional language would require the cruiser to be nuclear-powered unless the secretary of defense notifies Congress that a nuclear system "is not in the national interest."

Navy officials have long expressed interest in nuclear power because of the endurance that it provides ships at sea by forgoing the need for refueling.

But in testimony to Congress this year, they warned that nuclear cruisers would be costly, perhaps adding $600 million to $800 million to the price of a ship.

Lawmakers acknowledged the cost but said the United States had a national security interest in building toward a nuclear fleet.

Uncovering The Ugly Truth ABout John Hall's New Nuclear Connections

As most of the Anti Nuclear community aimed at shutting down Indian Point is aware of, Green Nuclear Butterfly stirred up a nest of hornets this weekend when we were perceived as attacking one of the stalwarts of the Anti-Nuclear Movement, Congressman John Hall who was the driving force behind the No Nukes concerts almost 30 years ago. If one looks closely at the Defense Appropriations Bill passed by the Congress for 2008, there is a provision in the bill that would make it MANDATORY that all naval vessels of the future be Nuclear Powered. The Three Musketeers in Congress, Maurice Hinchey, Nita Lowey and John Hall all voted for this bill, and thus that provision.

Green Nuclear Butterfly's going public with this information, in attacking the integrity of Congressman John Hall was accused of sacrilege, even treason, and numerous groups and individuals started to instantly disavow and distance themselves from us, and from myself as the publisher of the blog. Somehow, no one seemed upset at the prospect of 300-400 floating nuclear reactors cruising the world's oceans, but instead were/are more concerned with not attacking someone/anyone that could be of help in shutting down Indian Point. Setting aside the hypocrisy of such beliefs, I decided to spend my day today doing a bit of digging to see if perhaps there was more to this vote than first meets the eye.

The logical direction of choice, was to start browsing through Congressman John Hall's PAC contributions. It did not take very much searching (noticed it as soon as the page was opened up) to find something very disturbing. Both Congressman John Hall and Congresswoman Nita Lowey were/are taking money from the "International Union of Operating Engineers (as in nuclear reactors) local 137 out of Briarcliff, NY.

Now, to understand the significance of this find, lets get a bit of a history lesson from easily found facts on the Internet. Most of us all know who CASEnergy is, but for those of you who not, CASEnergy was founded by Christine Todd Whitman and the no longer GREEN Patrick Moore, disgraced co-founder of Greenpeace. The primary funding source for CASEnergy is the entire nuclear industry, and NEI (Nuclear Energy Institute). Among its membership is Jebb Bush, brother of our disgraced Nuclear President, George W. Bush. The Singular purpose of CASEnergy is to push the Nuclear Renaissance agenda, to spread pro-nuclear propaganda out to the masses.

Included in the membership of CASEnergy is every single local chapter of the International Union of Operating Engineers, including our own Local 137. Now, if you believe that John Hall and Nita Lowey are the two most naive human beings to walk God's green earth, you'll see their taking PAC money from this group as nothing more than an oversight, a WHOOPSIE if you will. We see it as far more devious in nature and spirit, as a betrayal of who they claim to be, a betrayal of their promised agenda to SHUT DOWN INDIAN POINT.

BUCHANAN - A federal nuclear inspector found an apparently sleeping security guard yesterday afternoon at one of the Indian Point nuclear power plants' interior monitoring points.

"It was only after repeated attempts to get the guard's attention that the officer opened his eyes," Nuclear Regulatory Commission spokesman Neil Sheehan said today.

The senior resident NRC inspector, who was entering the plant as part of his regular duties, discovered the inattentive guard at 2:05 p.m. The guard was then removed from his post and is now on administrative leave, said a spokesman for Entergy Nuclear Northeast, the plants' owner.

"It's obviously unacceptable that you would have a security officer falling asleep at his post, and he'll be dealt with sternly," said Entergy spokesman Jim Steets.

U.S. Rep. Nita Lowey, D-Harrison, who heard about the incident this morning from the NRC congressional liaison, said the incident showed the need for a detailed investigation of Entergy's security practices.

"This does not reflect responsible leadership at Indian Point," Lowey said.

Both the NRC and Entergy said the incident did not affect Indian Point's security.

According to an article I found today, the United Kingdom is wanting to blame waning support for a new generation of nuclear power plants on information overload confusing the populace. I would make a second guess...as the old adage says, if it sounds too good to be true, it probably is. The NEI and the entire nuclear industry have spent hundreds of millions lobbying the government, and trotting out a public propaganda campaign of enormous proportions...having watched the NRC wrongfully relicense (rubber stamp) dangerous aging reactors here in America, waking up to the reality that the trillions of gallons of heated (105 degrees) and irradiated water being dumped into our lakes, rivers and the ocean, the world is beginning to wake up to the reality that NUCLEAR IS NOT GREEN, and that the nuclear industry is trying to pull a fast one on us as they attempt to further rape the world in the name of corporate profits.

It takes a village to raise a child, it takes a movement of millions of people to save communities from the dangers of playing host to a aging reactor waiting like a ticking time bomb to kill us all. Perhaps it is this reality that sees the NRC trying to rush through as many license renewal application as possible in as short a time as possible...they want to make it all too late when we finally do wake up to their lies.

The debate over how to meet Britain's future energy needs has heightened confusion about nuclear power - reducing support for new reactors, research published yesterday suggests.

At 35 per cent, support for building new atomic power stations to replace those being phased out continues to outweigh opposition (29 per cent), but has fallen from 41 per cent in 2004.

Support for new reactors rose strongly between 2001 and 2005, according to the survey by Ipsos Mori. Opposition fell at the start of the decade, but has remained constant since 2004. The study found that rather than cross over to the "No" camp, more nuclear supporters are moving into the middle ground, and say they no longer know what to think.

Robert Knight, at Ipsos Mori, said the recent debate on the future of UK energy policy and whether to build new reactors had led to greater public confusion on the issue of nuclear power.

"It's a case of too much information introducing uncertainty," he said.

Opponents of new reactors cited nuclear waste disposal as the main cause for concern, followed by the dangers of radiation and the risk of nuclear accidents and terrorist attacks.

Supporters of new nuclear plants gave security of electricity supply and the need to cut carbon emissions as their main reasons.

Men tended to be more in favour of nuclear power, with 53 per cent backing new reactors, 23 per cent against and 24 per cent undecided. Only 27 per cent of women said they supported new reactors, with 35 per cent against and 38 per cent undecided.

The research found that one reason for confusion was a general lack of trust in politicians, the media and the nuclear industry.

Thank you for contacting me expressing support for closing the Indian Point Nuclear Power Plant in Buchanan, New York. I appreciate your taking the time to share your views with me, as well as your patience in awaiting my reply.

Although I do not support closing Indian Point, I believe it is imperative we make security for the plant as safe and comprehensive as possible. For this reason, I am an original cosponsor of H.R. 994, which would require the Nuclear Regulatory Commission (NRC) to conduct an Independent Safety Assessment of the Indian Point Nuclear Power Plant.

You may be interested to know, in the 108th Congress, I joined members of the New York congressional delegation calling on the NRC to temporarily suspend Indian Point operations pending an independent review of the New York and Indian Point emergency preparedness plans.

Although Indian Point operations were not temporarily suspended, and the Federal Emergency Management Agency (FEMA) and NRC approved the emergency preparedness plans, I determined a congressional review of nuclear power plant facility security was still needed.

As Chairman of the Government Reform Committee, National Security Subcommittee, I have held several hearings to measure the scope and pace of post-9/11 safeguard improvements in and around reactor sites such as Indian Point.

I held an oversight hearing on April 4, 2006, entitled "Nuclear Security: Has the NRC Strengthened Facility Standards Since 9/11?" in which we asked specifically how the NRC and the nuclear power industry are maintaining readiness against a changing threat.Public safety, public health and the protection of critical infrastructure are all factors that need to be part of the discussion.

At the request of the committee the Government Accountability Office (GAO) conducted an in-depth examination of the process used by the NRC to update the Design Basus Threat (DBT) standard, the industry response to new security mandates and the rigor of inspections and drills used to test security force readiness.The GAO findings painted a decidedly mixed picture of nuclear power security.

Substantial improvements have been made since September 11, 2001, and since adoption of the new DBT in 2003. Buffer zones have been augmented where possible, barriers have been thickened, detection equipment installed or upgraded. Protective forces have been enlarged and armed with new weapons and smarter strategies.

But, according to the GAO, it may be too early to claim success since fewer than half the 65 NRC-regulated sites have been tested against a live adversary in what are called force-on-force exercises. And those tested did not always perform as well as expected, even in necessarily artificial, fully noticed drills conducted in broad daylight. GAO also found that stronger security standards did not necessarily mean the NRC had sufficiently fortified itself against the dangers of an overly cozy relationship with the industry.

While still drafting the new Design Basis Threat, the Commission solicited outside comments, creating the appearance industry was influencing the threat assessment process with extraneous cost concerns. the regulated should never even appear to be able to dictate security standards to the regulator. But this is more than a question of appearance. Only the rigor and independence of the NRC process guarantee the integrity of the product.

Nevertheless, the Commission continues to resist the GAO recommendation to develop explicit criteria for decisions altering DBT standards.I believe the NRC can do more to prevent potential terrorist attacks on nuclear power plants and will continue to actively monitor them to ensure they do not lower their threat standards. Some on the IPSEC list are all in a tither and ready to wet themselves, because Congressman Hall and his posse have introduced legislation that would hold old reactors like Indian Point to the same standards as new reactors...WHO CARES? Simply put, the legislation is smoke and mirrors, a Dog and Pony show of the worst kind. Hall, Hinchey and Lowey all know the bill is going NOWHERE. Lowey, Hall, Hinchey Introduce Legislation to Raise Standards for Indian Point

Bill Would Require Old Power Plants to Meet Same Standards as New Plants

Washington, DC - U.S. Representatives Nita Lowey (D-NY18), John Hall (D-NY19) and Maurice Hinchey (D-NY22) yesterday introduced legislation that would require the Nuclear Regulatory Commission (NRC) to make sure nuclear power plant re-licensing takes into account the current environment in which the plant operates. The Nuclear Power Licensing Reform Act of 2007 would ensure that older power plants applying for license renewals, such as Indian Point, must meet the same stringent standards as new plants applying for the first time.

"If Indian Point were proposed today, the community would be up in arms that a nuclear plant would be built in such a heavily populated area," said Lowey. "Yet these plants are allowed to continue to operate without any consideration of how an area has changed over the past several decades. We need to reform the re-licensing process to take these changes into account."

"Indian Point's location in one of the nation's most densely populated areas creates a significant threat to public safety, and it's impossible to believe that a nuclear plant could be built in its location today," said Congressman Hall. "If Indian Point hopes to be allowed to operate for another 20 years, it is absolutely necessary that it can meet and exceed the same stringent safety standards required of new plants. For a plant with an operational record as poor as Indian Point's, it would be unacceptable for the NRC to hold it to any less rigorous standard. This legislation will help to make sure that no corners are cut in the re-licensing process, and I am proud to be a cosponsor."

"A lot of things have changed at Indian Point since the last time a license was issued for the plant and all of that must came into play as part of the license renewal process," Hinchey said. "Given that Indian Point is plagued with unplanned shutdowns, has experienced a recent fire, does not have properly installed emergency sirens, and is leaking radioactive material into the Hudson River, there is clearly a lot that needs to be addressed. It is 2007, not 1987 and Entergy must be held to much more rigorous standards in the re-licensing process. If FERC were to grant a license renewal now, Entergy would have little or no incentive to take the very important steps needed to improve safety at Indian Point."

The Nuclear Power Licensing Reform Act would:

* Make clear that any licensing, including initial licensing, must include a determination that the facility does not pose an unreasonable threat to persons or the environment because of safety or security vulnerabilities, including vulnerability to terrorist attacks;

* Require that there exist adequate evacuation plans for emergency events and that those plans have been approved by the relevant Federal agencies and States within 50 miles of the facility;

* Require that any renewed license must meet the same criteria and requirements that would be applicable for an original application for initial construction; and

* Require the NRC to determine that any changes in the size or distribution of the surrounding population have not resulted in the facility being located at a site at which a new facility would not be allowed to be built.

A New Idea To Consider As I Head Out To Get My Cast Off

Was sitting here having my second cup of coffee, watching the pre-Kentucky Derby hysteria on the news when it came to me...lets put Entergy and the NRC's faith in plant security to the test with a winner take all Independent Force on Force test, with the site only knowing the day of the test. We, the host team get to design the event, and put together our own independently chosen attack force. Since we are not allowed to see security related items, we'll design our team, choose their weapons and attack points with only what we ourselves can find out on our own via the Internet. I'm thinking we should use a team of 18 members (we have precedent in 9/11 of that sized terrorist group working together inside America's borders) that we divide into say three strike force teams.

The NRC will provide us with nothing more than the objectives list. Entergy can prepare its site and security staff anyway it wants, but must have for the exercise it's normal security deployment numbers...no beefing up plant security for the test.

If our community based and designed Force on Force attack team beats Indian Point's Security team, we win...I'd suggest my Uncle who did several tours over in Nam as a Green Beret, or someone like him act as planner of our attack design for this exercise. Entergy wins, the plant stays open, we win the plant closes. One last note...we will not be held to the worthless standards in the NRC's DBT in planning our portion of the exercise.

As the old saying goes, let the NRC and Entergy put their money where their mouth is, and prove to us how good their security team is. Put up, or shut up. Since Governor Pitzer, Hillary Clinton, John Hall, Muarice Hinchey, Nita Lowey and Spano all insist the plant be safe, would challenge these politicians to file this request jointly as a Petition for Rule Makking (2.208) but since it is doubtful they have those kind of balls, will do it myself when I return home this afternoon.

Could Someone Give John Hall A Clue-We Already Get Hearings

Give us a break already...Reps. Nita Lowey, D-Harrison; Eliot Engel, D-Bronx; John Hall, D-Dover Plains; Maurice Hinchey, D-Hurley; and Christopher Shays, R-Bridgeport, Conn. all trotted out to the press today to let us know they have sent a blistering letter off to the NRC demanding "A SERIES OF ROBUST PUBLIC HEARINGS" on Indian Point's brittling failing reactors. WOW, nothing like demanding what the NRCs 10 CFR Rules and Regulations already guarantee us...WAY TO STICK YOUR NECKS OUT GUYS!

Do hope this is not what Congressman John Hall meant when he stated last Saturday that he has some ideas and plans in the works to halt relicensing. OH MY FREAKING GAWD...it's Monday night, and I am just now getting around to putting my pen to work on Friday's BIG EVENT that was not so BIG, but which Clearwater will swear was the proverbial TIPPING POINT in closing down Indian Point...yeah, for sure and a big whatever there Manna...curious here....were you ever a member of the Glee/Pep Club? OK, never mind and scratch that.

First big startling news...Andrew Spano made NO APPEARANCE at this monumental Round Table discussion. In short, the man with a plan, Mr. Robo Caller himself is pinning his hopes on jumping through the NRC's LEGAL HOOPS, and it is NOT GOING TO WORK. Andy, you really need to educate yourself on the NRC/DOE/GNEP Nuclear 2010 plan...call me, we'll do lunch at my house and I'll fill you in on what you are too important to bother learning.

Congressman John Hall was at Manna/Clearwater's Round Table discussion, and looking anything but Congressional...he even borrowed a line from the campaign trail used by another Congressman...get a new writer there John! Now supposed, John Hall had a private meeting in his Washington office with one Commissioner Kline from the NRC, and said commissioner let it be known that the NRC has no intention whatsoever of denying Indian Point a license for both their reactors on the Hudson...curious John Hall, have you heard of the word collusion, and are you by chance thinking RICO LAW SUIT? He trotted out Maurice Hinchey's tired legislation that he introduced in Congress as his own a few weeks ago, and told us it was going to pass...no, your bill will not pass Congressman John Hall, and it is sad to see you more concerned with getting re-elected than doing your job...so nice too to see you stayed around for the evening session when REAL CITIZENS would be there! (Only kidding folks, he bailed leaving behind a harried staffer as he headed into New York City for and evening fund raising party.)

The punching bag of the day award has to go to Barbara Youngberg with the New York DEC...but then, hardly a wonder since she freely admitted that DEC could take Entergy into court on the leaks, but instead felt they could get more accomplished working with/cooperating with the company...ARE YOU NUTS? The audience was/is not happy, and let her know it, as did more than a few voices on the panel including self important Mark Jacobs who loves to hear himself wax poetic, Lisa Rainwater who did a very good job of looking hot and sultry, but seemed lacking of substance when the time counted...I was though impressed with Susan Shapiro who a couple of times serious nailed the members of the regulatory up on stage.

BOTTOM LINE...the leaks, and thus this round table DO NOT MATTER...you see, if you bother following the NRC's game plan, the spent fuel pools, and thus the leaks are NOT UP FOR DISCUSSION in the license renewal application, amount to an issue we cannot even bring up.

SO...when can we expect, Clearwater, Riverkeeper, IPSEC and the various local governments to get a CLUE, and begin taking REAL STEPS to close down Indian Point? We have already learned that Governor Elliot Spitzer is so full of shit his eyes are brown, and that he intends to SELL US OUT...read the fine print.

1) He took money more than once from an ENTERGY PAC, and

2) has a caveat in his rhetoric that amounts to giving ENTERGY a green light to relicense...he expects that ANTI INDIAN POINT Folks to FIRST REPLACE the power from Indian Point...uhhhh....excuse me Mr. Elliot, if that was/is your plan, new alternatives should have been being introduced YEARS AGO...bottom line Governor...you are an asshole and a hypocrite, and Indian Point, the risk it poses to our community are simply too GREAT, and the reactors have to be closed, even if you have to order our National Guard to do so...GET IT THERE SPITZER BOY? DOE, NRC and ENTERGY are not going to let these reactors go without a fight, and it might take ARMED FORCES ordered onto the sight to bring about the closing of these two failing plants, so get your pen ready.

Some interesting factoids on Indian Point:

1. It sits atop FRACTURED Bedrock.

2. The various regulatory agencies in charge of Indian Point allow it to LEGALLY dump over 10 MILLION gallons of radioactively contaminated water into the Hudson each year...oh, and the air as well, lets not forget the air.

3. We have an invisible underground radioative Plumb at Indian Point...isn't that special?

4. Indian Points efforts to stop the leaks in the spent fuel pools are EXPERIMENTAL at best, and so far do not seem to be working.

5. All regulatory agencies involved at Indian Point admitted that none of the testing at these failing reactors is EXTENSIVE, nor adequate, but justified it by saying Entergy has assured them they CANNOT AFFORD more testing....uhhhh....last I looked, last year saw record profits for ENTERGY, so how can they not afford adequate testing?

I give Manna and Clearwater a passing grade for their effort. I give IPSEC, Riverkeeper and Clearwater FAILING GRADES for wasting a lot of effort and money hosting an even on LEAKS that are not even eligible for inclusion in NRC's review of the the relicense renewal application. Sorry guys, but the time has come to have REAL DISCUSSION about what it will take to CLOSE DOWN THE REACTORS, and you had best include protests, sit ins and civil disobedience on that discussion list when you are finally ready to have talks about CLOSURE, instead of LEAKS.

Andrew Spano and the rest of our Westchester County government seem content right now to follow a failed strategy of supporting Legislation that went NO WHERE in 2006. Congressman John Hall's office went so far as to tell Green Nuclear Butterfly that things WOULD BE DIFFERENT now that Democrats were in charge. Uhhh....if things are different, how come the Democratic Congress is STILL FUNDING GNEP? Stop lying to us. As to John Hall's contention that things are different...WANT TO MAKE A WAGER Mr. Music Man? Following suit, Hilliary again place her DEAD MARKER on the table by reintroducing her own failed legislation from 2006...how SERIOUS can she be when she got NOT ONE SPONSOR last year?

Riverkeeper...if you care counting on them to SAVE US, forget about it...they did not even have Indian Point on their TOP SIX priority list for 2007! Kennedy needs to take his head out of the sand...his and Riverkeeper's ostrich impression has grown old and stale.

Relicensing SHAM...We Need Federal Investigations...PROCESS IS FIXED

Could the next Holocaust occur in your city or town?

OK...I am a NUTCASE, a conspiracy weirdo...or at least some would paint me out as so. Well, where are our Congressmen and Women demanding investigations of the NRC, DOE, the nuclear industry and George W. Bush for deliberately rubber stamping the re licensing applications of EVERY SINGLE REACTOR IN AMERICA? That's right, the FIX IS IN, and leave no doubt about it. Pilgrim, Vermont Yankee, Indian Point and every other community who is currently hosting an aging nuclear reactor is going to be FORCED to continue said hosting because our government, George Bush have decided behind our back to force a rebirth of nuclear energy down our throats! He is killing our troops with a SURGE in Iraq, and potentially killing us with a SURGE here in America to support the nuclear industry at ALL COSTS.

You like nuclear, think it is GREEN, that is your choice. BUT, where is the honest open debate of the issue, where is our SAY AS A DEMOCRATIC NATION in deciding the future we travel down? If you live in a community being forcibly RAPED by NRC, DOE and the nuclear industry, read on, as this gets uglier. It is no accident that the NRC has eliminated from consideration in re licensing such things as the WASTE STREAMS, and leaking spent fuel rod storage facilities. It is no accident that any and all design flaws in these reactors are being grand fathered into the original application as citizens objections, and scientist concerns are ignored for expediency. It is NO ACCIDENT that the NRC has approved every single re licensing application coming down the pike, and continues to do so regardless of the RISKS.

In a news release yesterday, the DOE confirmed the fact that the FIX WAS/IS on when it comes to nuclear energy, that what the GREEN NUCLEAR BUTTERFLY has been stating since its inception are true with this statement.

As a proven technology, and as the only non-fossil alternative for large-scale electricity production, nuclear power must be part of the solution. This is the conclusion reached by my government.

We recognize too, however, that to realize significant increases in nuclear power, a new framework for the utilization of nuclear energy is needed.

This new framework should encourage the growth of nuclear power as a cost-competitive alternative to other options......

As proposed by President Bush in 2004, a new framework for nuclear energy is needed to “create a safe, orderly system to field civilian nuclear plants without adding to the danger of weapons proliferation.”

Yesterday, Secretary Bodman described our vision for such a framework, which we call the Global Nuclear Energy Partnership or GNEP.

Now today,very quietly, away from prying eyes, the DOE has officially released its Global Nuclear Energy Partnership Strategic Plan! Even it's name sounds SCARY, and that is what it is. Further, if you put the pieces together, it is obvious this plan could never reach fruition without the NRC cooperating in the plan by keeping every single current reactor operating for another 20 years, even if said facilities present a CLEAR AND PRESENT DANGER to host communities. WASHINGTON, DC ? The U.S. Department of Energy (DOE) Assistant Secretary for Nuclear Energy Dennis Spurgeon today released the Global Nuclear Energy Partnership (GNEP) Strategic Plan, which details the Initiative?s purpose, principles and implementation strategy. The Plan outlines a path forward to enable worldwide increase in the use of safe, emissions-free nuclear energy without contributing to the spread of nuclear weapons capabilities in a manner that responsibly addresses the waste produced.

So, the question I have for Congress, for Congressman John Hall, Congressman Maurice Hinchey, Congresswoman Nita Lowey, Senators Clinton and Schumer, for every elected Washington politician who's constituent base is being forced to play host to aging reactors in the name of a new initiative is this, "Is it fair to make us human Guinea pigs, far to thwart the process by denying our communities a just and fair hearing on the issues when it comes to the re licensing applications?" You can stop this grave miscarriage of justice, you can introduce and pass immediate legislation to declare a moratorium on all re licensing actions while an investigation of every licensed reactor, its owners and the NRC is carried out by both Congress, and a independent federal investigator from the Attorney Generals Office.

You have heard the lies from the NRC, Entergy, the nuclear industry as they try to tell us that Nuclear Energy is safe, secure and vital, as they try to sell us on re licensing aging, ever more dangerous reactors, and pitching citizen funding of up to 200 more reactors. They would have you believe that there are NO DEATHS associated with the industry, no major accidents since Chernobyl, which they blame on a shoddy antiquated reactor, and worker error.

It's a nice white lie told by nice well meaning Corporate Executives concerned with their corporate bottom lines. Problem is, a cursory glance through Internet links shows you the MAGNITUDE of their lies and deceit. Tonight, we give you information on the Tokaimura Criticality Accident, and call on Congressman John Hall, Congressman Maurice Hinchey, Congresswoman Nita Lowey, and on all the Representatives in Congress of communities hosting these aging reactors to pass legislation that will order the NRC to conduct a comprehensive Independent Safety and Security Assessment of every single nuclear reactor in America.

Further, we call on these Congressmen and women to include as a part of this CO-SPONSORED legislation a moratorium on all re licensing activities until such time as every one of these Independent Safety and Security Assessments have been completed.

On 30 September 1999 three workers received high doses of radiation in a Japanese plant preparing fuel for an experimental reactor. Two of the doses proved fatal.

The accident was caused by bringing together too much uranium enriched to a relatively high level, causing a "criticality" (a limited uncontrolled nuclear chain reaction), which continued intermittently for 20 hours.

A total of 119 people received a radiation dose over 1 mSv from the accident, but only the three operators' doses were above permissible limits, and two of these have since died.

The cause of the accident appears to be "human error and serious breaches of safety principles", according to IAEA.

The Japan Atomic Energy Research Institute begins monitoring neutron levels at 14 locations around the facility, six hours after the accident.

IAEA learned of the accident. The IAEA Emergency Response Unit immediately made contact with Japanese authorities in order to closely follow the situation.

Japan Times. "Tokai Nuclear Accident Goes Critical; Remains out of Control."

Prefectural authorities in the adjacent town of Naka said the radiation level was rapidly increasing, based on observations of monitoring posts inside the town.

The Associated Press, "Radiation levels remain high after nuclear accident."

According to the Japan Atomic Energy Research Institute, 2-4 millisievert of radiation per hour or 10,000 to 20,000 times the normal level-was detected inside the processing facility as of 5 pm. The government's Nuclear Safety Commission said there might have been a continuing "criticality," as there continued to be high levels of radiation seven hours after the accident.

Sodium 24, a radioactive substance, was detected in the vomit of three of the victims.

The government decided to set up a task force headed by Science and Technology Agency chief Akito Arima to deal with the accident.

Citizen's Nuclear Information Center, a Japanese nongovernmental organization, reports that initially, an atmospheric radiation count of 0.84 mSv/hour (10,000 times of the annual dose limit) was monitored, but the local government has announced that the radiation count is back to normal. The Science and Technology Agency announced that it was a criticality accident.

Citizen's Nuclear Information Center reports that the head of Tokai villages stressed the following at a press conference: the atmospheric radiation count has not decreased around the site; there is a possibility that nuclear fission is still occurring at the moment; and the plant's structure is intact.

7:00 PM
Citizen's Nuclear Information Center reports that the Tokaimura municipal officials said up to 4.5 millisievert of neutrons per hour was detected near the circumference of the plant shortly after 7:00 pm. Village officials also said Cesium-138 was detected near the plant.

The Kyodo News Chronology reports that the central government set up a crisis management task force headed by Prime Minister Keizo Obuchi.

While the cause of the accident remains under investigation, it is known that it occurred when workers were transporting a mixture of liquid nitric acid containing 19 percent enriched uranium to a precipitation container. A "flash criticality" occurred.

At its highest point, the dose rate at the facility boundary was measured to be around 4 millisievert/hour.

The three seriously irradiated workers received a dose of more than 8 Sv.

Citizen's Nuclear Information Center reports that the facility where the accident occurred is a commercial plant where enriched UF6 gas is converted to UO2 powder for further processing. The pellet fabrication is done in another plant nearby.

The Kyodo News Chronology reports that Ibaraki Governor Masaru Hashimoto issued an evacuation advisory to about 200,000 residents living within a 10 kilometer radius of the plant.

Citizen's Nuclear Information Center reports that:

The radiation count is still high and not even JCO workers can enter the site. No one is aware of the situation inside the plant and nothing is being done. It is very likely that criticality is ongoing.

Two of three workers hospitalized are suspected to have been seriously exposed due to a sudden increase of white blood corpuscle experienced by both of them. 160 people have evacuated to a community center. The evacuees will have to spend the night at the center. Atmospheric radiation count was 0.7 milisievert per hour (mSv/h) at 3 pm. Normal count is 1 mSv/year.

Shuffling Priorities...Green Nuclear Butterfly To Become Flag Ship Blog

Considering its past, do you really trust the nuclear industry to lead us into the future?

Many of my friends, as well as some recent detractors who have been attacking me on a personal basis relentlessly since I began posting on Nuclear issues, are well aware that I publish numerous blogs. The attacks in the past week or so, have made me realize my efforts for the immediate future need to be focused on the most important issues. As a result of this decision, many of my blogs are going to be put into moth balls for the time being as all my efforts will now be concentrated in three specific blogs, and a fourth that will be launching shortly. These three flag ship blogs, all of which will have a huge focus on Indian Point, Entergy, and the Nuclear Industry will be as follows:

Green Nuclear Butterfly: As the newly assigned flagship blog, our efforts will be spent A) doing whatever it takes to close down Entergy's Indian Point, and B) perhaps more importantly, working to bring all local grassroots organizations surrounding Nuclear Plants nationwide into a National Coalition to petition Congress for redress, to exercise our right of redress to close these aging facilities, to demand investigations of both the industry and the NCR. We need to change the format, change the game...it is time to think LOCALLY, but act GLOBALLY. The nuclear industry knows they can beat us individually, town by town, reactor by reactor, so the time has come to make relicencing a NATIONAL ISSUE.

Congressman John Hall: John Hall is our Congressman here in the 19th Congressional District of New York. Indian Point is in his back yard. His career, his promises, his actions are being tracted as we push him to keep the promise of closing down Indian Point...there are at least three other members of Congress we will begin tracking on occassion in this blog as well, as they have a shared DUTY to shut down Indian Point, including Congressman Maurice Hinchey and Congresswoman Nita Lowey, and lets not forget both of our Senators in Schumer and Hilliary. The Green Nuclear Butterfly encourages grassroots to create similiar blogs for their own members of Congress and the Senate, then link up together so that we can force these members of Congress to ACT AS A UNIFIED TEAM in introducing legislation to demand accountability, to act as a team in opening up investigations, to act as a team in demanding all relicensing be frozen until after independent investigations have been completed.

If Indian Point is an example, every host community has at least three members of Congress that should be taking these reactors seriously...so, where are the co-sponsors when bills like HR 4891 are introduced? It's a con game, as they know keeping us acting locally keeps them looking good while nothing gets done. HR4891 should have as sponsors every Congressman or woman in America that has an aging reactor in or near their district...so, where are the 309 CO-SIGNERS ON THIS BILL? I can pull up similiar bills around every reactor, all of them have the same lack of support from outside the local area. WAKE UP GRASSROOTS, we are being DUPED.

Washington Scandal: As always, this blog will feature articles on Washington politics, and world news with a strong emphasis on the three issues most important to myself, including all things Nuclear, the War in Iraq and bringing our troops home, and lastly dealing with the 12-20 million illegal aliens here in America and securing our National Borders.

The key to winning the war against relicensing, and that is what we are facing requires all local grassroots organizations forming into a National Coalition. To do this, we need volunteers, we need the local groups plugging in, linking together, and working as a team. We need to start forming national Email lists, need to start presenting our demands and petitions as a representative group.
